The County of Los Angeles Fire Department is seeking qualified candidates to fill emergency Assistant Supply Officer II vacancies related to the unprecedented disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Assistant Supply Officer II.

DEFINITION:

Acts as first assistant to a Supply Officer II in directing the procurement, storage and distribution of supplies, equipment and services, and related functions in a large County department.CLASSIFICATION STANDARDS:Positions allocable to the class of Assistant Supply Officer II report to a higher level materials manager and assist in directing a staff of twenty or more positions performing purchasing, warehousing, supply distribution and related functions in a large County department. Incumbents must have a good working knowledge of purchasing and warehousing practices and procedures, effective verbal and written communication skills, and the ability to exercise the principles of supervising through subordinate supervisors.

Essential Job Functions

  • Plans, assigns, directs, and evaluates work of subordinate staff.
  • Directs the routine and emergency procurement of supplies, equipment and services, and the preparation of related documents, records, controls, and reports.
  • Directs the storage and distribution of supplies and the maintenance of optimum inventory levels.
  • Coordinates supply activities with various operating units, the central processing agency, and vendors.
  • Evaluates consumption patterns for supplies and services of various operating units, and makes recommendations.
  • Assists in directing the routine and emergency procurement of supplies, equipment and services, and the preparation of related documents, records, controls and reports.
  • Assists in directing the storage and distribution of supplies and the maintenance of optimum inventory levels.
  • Assists in supervising and coordinating comparative testing and the evaluation of supplies and equipment with the various operating units in reference to cost, relative efficiency, labor savings, etc. to determine suitability for departmental use and makes recommendations.
  • Supervises and conducts consumption studies, preparing reports on current and contemplated usage of items and observations of operating units.
  • Investigates unusual or inordinately large requests for supplies by operating units.
  • Participates in the preparation of specifications for complex equipment items to reflect the particular needs of operating units and to conform to requirements of the central processing agency.
  • Prepares justification to support the purchase of equipment which costs more than that offered by the lowest bidder.
  • Assists in directing the acquisition, tagging, taking of periodic inventories, maintenance of property records, and custody of equipment items not in current use.
  • Assists in directing the utilization of assigned equipment and the disposal of salvage items.
  • Assists in directing reproduction services and forms control as needed.
  • Assists in directing transportation services, including large scale moving operations, or in connection with fire suppression activities as needed.
  • Assists in directing such activities as the repair of tools and mechanical equipment, the fabrication and repair of canvas items, etc, as needed.

Requirements

MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:
Three years of experience in work which included procurement of a variety of supplies and equipment at the level of Procurement Assistant I*.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

*In County service, Procurement Assistant I is defined as performing a full range of journey-level functions in the regular and emergency procurement of supplies, equipment and services for a County department.
