RESPONSIBILITIES
Under the direction of the Supervising Analyst, perform preliminary analysis to support the Title IV-E Match program budgeting and procurement process; grant expenditure and monitoring; and financial reporting.
Provide technical assistance to courts and legal services organizations related to eligibility, funding, and reporting questions and issues.
Perform preliminary analysis of FFDRP streamlined and standard invoices to ensure that expenditures are eligible for and in compliance with the Policy Manual and all other federal guidelines for Title IV-E match reimbursement. This includes compiling and reviewing data to compare expenditures claimed by participating providers against their individual budgets, conducting research to verify that expenditures comply with programmatic guidelines for specific expenses, including personnel, operating, travel, and training.
Maintain and apply knowledge of the federal Child Welfare Policy Manual and other federal communications which provide eligibility parameters for the program. Analyze vendor activity through FFDRP invoices to ensure compliance with Title IV-E and FFDRP eligibility guidelines.
Assist senior program staff in the development and implementation of electronic data reporting systems for grant monitoring, financial and statistical reporting, and internal workflow.
Provide technical assistance to legal services organizations, and court staff on grant requirements and program compliance.

OVERVIEW

The Judicial Council of California is accepting applications for an Associate Analyst to join the Center for Families, Children & the Courts (CFCC). The Associate Analyst position is a temporary, full-time, limited term assignment for a duration of no more than two years, and no later than June 30, 2027, contingent on the availability of funds.

CFCC serves the Judicial Council and eight of its advisory bodies to improve the administration of justice for children, youth, parents, families, victims of domestic violence, self-represented litigants, and court users with limited English proficiency. CFCC also supports Tribal-State programs and Collaborative Justice Courts.

Under the direction of the Supervising Analyst, the Associate Analyst position will provide paraprofessional analytical support activities involving basic research, analysis preparation, data collection, and assist with policy/procedure development in support of the Court-Appointed-Counsel Match project. The Associate Analyst is a part of the Court-Appointed Dependency Counsel team implementing the Federally Funded Dependency Representation Program (FFDRP), the Federal Title IV-E Dependency Counsel match funding, approved by the Judicial Council for fiscal year 2019-20 and on-going.

Specific duties of the Associate Analyst position include: preliminary analysis of FFDRP program data; intake, evaluation, triage, and coordination of internal invoice processing workflow; preliminary analysis of streamlined and standard invoices to ensure compliance with Federal Title IV-E guidelines; updating and maintaining electronic data reporting systems for grant monitoring and financial and statistical reporting; providing technical assistance to legal services organizations and court staff on grant requirements and program compliance; assisting with the development, review, modification, and implementation of FFDRP forms, policies, and procedures; and assisting with developing and implementing project management tools to be employed by all unit projects in OneDrive and SharePoint and other Office 365 applications.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Bachelor's degree, preferably in public administration, research methodology, business

administration, communication, or a directly related field that would provide the knowledge and

skills necessary for the assigned area. An additional four years of professional experience as noted

above may substitute for the bachelor's degree. Or, additional directly related experience and/or

education may be substituted on a year-for-year basis.
