Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

This position is located in the Technical Countermeasures Division(TCD), Security Services Bureau, Office of the Assistant Chief of Police for Protectiveand Intelligence Operations, United States Capitol Police (USCP). The TCD is responsible for Technical Surveillance Countermeasures (TSCM)inspections and evaluations of the legislative branch, including both officespaces in the Capitol Complex and district and state offices. This positionserves as the Associate Director, TCD, directing the activities of the divisionand achieving the organization mission, which is to identify and neutralizetechnical penetrations and vulnerabilities that could potentially compromisesensitive and national security information for the U.S. Congress.

Provides the administrative and technical supervision necessary foraccomplishing the work of the division. Performs the administrative and human resource management functionsrelative to the staff supervised. Coordinates the annual budget preparation and management planning andreporting for the division. Establishes security policies and procedures thatgovern the evaluation and installation of the protection systems and devicesthat ensure that sensitive information, equipment, technologies and othermaterials at the U.S. Capitol are not compromised, sabotaged, stolen orotherwise misused.

Determines iftechnical security systems provide adequate protection, and ensures adequacy ofcontrol systems, recommends corrective actions and adjusts systems asnecessary. Analyzes existingsecurity program evaluation criteria, procedures and guidelines; developsinnovative new procedures. Evaluates,modifies, and improves existing technologies including methods, concepts, andprocedures. Develops and implements testinitiatives and test technologies that address program effectiveness for bothdirect hire personnel and contractors. Participates in inspections for qualitycontrol and evaluation purposes.

Works with seniorspecialists and agency managers to develop alternative strategies and assesstrade-offs between conflicting requirements, such as issues arising from theimplementation of new or revised security practices. Develops andimplements plans designed to enhance relationships with targeted stakeholders. Plans and conducts briefings and other congressional community relations activities in support of organizationalprograms that provide the results of inspections and recommendations to addressissues. Coordinates thedevelopment and release of briefing materials. Coordinates final review ofmaterials with the appropriate legal, technical, and management staff to ensureaccuracy and suitability of release.

Requirements

You must be a U.S. citizen.Successful completion of a background investigation is required.Must complete a one-year probationary period.Must complete a one-year supervisory probationary period.Must obtain and maintain a Top Secret/SCI and Q security clearance.Must hold a nationally recognized TSCM certification.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-13 you must have at least 52 weeks of specialized experience equivalent to the CP-12/GS-14 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) developing, implementing, and/or maintaining a Technical Surveillance Countermeasures and information security program; 2) performing analyses of program operations to detect risks and suggest countermeasures; 3) executing and overseeing the allocation of program resources, strategies, and guidelines; and 4) supervising or providing leadership to subordinate professionals.

Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
