JOB SUMMARY

Associate General Counsel assists the ONA General Counsel in supporting ONA staff, ONA Directors and ONA members in labor relations matters and internal organizational matters.

ESSENTIAL FUNCTIONS
  • Consistent with the direction of the General Counsel:
    • Advises labor and organizing staff on a variety of labor relations matters relating to member representation at ONA represented bargaining units.
    • Represents ONA and its members in grievance arbitrations, contract negotiations, mediations and settlement meetings.
    • Represents ONA in unfair labor practice proceedings before NLRB and Oregon Employment Relations Board.
    • Represents ONA in representational proceedings before NLRB and Oregon ERB.
    • Assists advising Directors in a confidential capacity to formulate, determine and effectuate management policies in the field of labor relations and human resources.
    • Represents ONA on regulatory matters including Oregon Health Authority and other complaint based regulatory processes.
    • Collaborates with staff in managing field campaigns and related communications.
    • Develops and disseminates information through ONA communication vehicles.
    • Collaborates in the development and presentation of training programs for local unit officers and membership
    • Remains current in labor law, rules and regulations of governing agencies that impact ONA and its labor program.
    • Advising on legislative and health policy priorities.
  • Other duties as assigned.


SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

COMPENSATION AND BENEFITS:

This is a full time, exempt position. ONA offers an annual starting salary range of $95,000 to $115,000 depending on experience.

ONA also offers an exceptional benefits package including employer contributions (90%) to medical, dental and vision premiums, as well as employer paid long and short-term disability and life insurance. Opportunity to enroll in 401K plan after 6 months of employment which includes a 3% employer contribution, with additional longevity contributions after 5 years. Annual PTO is 25 vacation days, 8 personal days and 12 sick leave days.

Requirements

EDUCATION AND EXPERIENCE
  • This position requires at least three (3) years of experience in representation of a labor organization in grievance arbitrations and/or NLRB proceedings.
  • Strategic thinker and ability to understand workplace dynamics.
  • Ability to handle multiple priorities, organize workload, and take initiative.
  • Preferred experience as a labor negotiator including contract negotiations, writing contract language, or serving as chief spokesperson.


CERTIFICATES, LICENSES, AND/OR REGISTRATIONS

Licenses: Member, Oregon State Bar

Admission: Admitted to Federal Court, District of Oregon

A valid driver's license, acceptable driving record, and automobile liability coverage or access to an insured vehicle.

TECHNICAL REQUIREMENTS

Proficient in MS Office: Word, Excel, Teams, PowerPoint, and Publisher, as well as Westlaw legal research platforms and tools.

Periodic travel will/may be required along with occasional evening or weekend work. Hybrid schedules are available as appropriate for job duties and subject to supervisor approval.
