ASSOCIATE TREASURER OF EXTERNAL DEBT

The Treasury Office encompasses the major central financial functions for the University of Washington, including external and internal lending, cash and institutional forecasting, banking, and accounting operations. The External Debt team reports to the Senior Associate Treasurer for Debt Management and Analytics (DMA) and is responsible for managing the external debt portfolio and evaluating UW campus unit loan requests that support departments to meet the mission and goals of the University.
The University's large external debt portfolio ($2.5 billion) and internal loan portfolio ($2.0 billion) have a critical institution-wide impact on allowing the University to fulfill its mission. The primary areas of focus for Associate Treasurer of External Debt include:
Manage the day-to-day operations of the external debt portfolio for the University
Use risk-evaluated debt structures and debt management techniques to achieve the lowest risk-adjusted cost of capital consistent with market conditions and institutional credit considerations
Manage Treasury analytical staff (1 FTE)
Identify risks associated with individual debt funded projects prior to Board of Regents decision making
Monitor internal borrower's financial performance and internal covenant compliance as an "early warning" of financial distress
Position Responsibilities:
Day-to-day management and leadership
Manage the day-to-day operations of the external debt portfolio.
Lead and manage the external debt portfolio, including the debt issuance process and post-issuance compliance requirements
Contribute to the execution of University debt financings, including preparation of the Official Statement, rating presentation, and other related documents
Manage sizing and disclosure requirements of the University's $250 million commercial paper program
Manage an analyst who provides analytical and operational support to the portfolio
Create and maintain financial models associated with internal loans and external debt, among others
Use University financial systems to generate financial information
Lead semi-annual Board reporting on the external debt portfolio, coordinate with University executives, and the Board Office
Maintain strong working relationships with external partners including financial advisors, bond underwriters, credit rating agencies, bond and tax counsel firms
Ensure that policies and guidelines are comprehensive and up-to-date, including recommending policy amendments
Collaborate with Senior Associate Treasurer to prepare presentations and reports for internal and external customers
Responsible for hiring, management, staff development, career enrichment, and training
Work with a diverse group of individuals; placing a value on diversity, equity, and inclusiveness and contribute to the broader Treasury team culture
Financial Risk Analysis and Project management
In partnership with the Senior Associate Treasurer and Associate Treasurer of Internal Lending, lead financial due diligence efforts to assess financial risks of projects and initiatives for the Board of Regents and key campus leadership.
Partner with campus units to develop proformas, identify risks, perform stress tests, and plan for mitigations in the event of financial stress
Develop information and action items for Board of Regents consideration as part of the capital project and debt funding approval process including recommendations from the Treasury Office
Collaborate and support the development of a Financial Stability Plan in the event of financial distress
Partner and collaborate with key campus partners including FPB, UW Facilities, and Advancement as part of the capital planning process
Serve as a primary credit analyst for one or more internal campus borrowers to assist with ongoing loan compliance and communication
Evaluate campus unit profiles and assess debt risk for the Internal Lending Program and/or Financing Assets in the Short-term (FAST) program
When a loan is approved, draft internal financing agreements that describe financial covenants and ongoing reporting requirements
This position may also serve as a backup analyst for additional University credits
Provide ad hoc project management and financial analysis to central administration and the campus community on other issues as required
Provide thought leadership and analytical support on institutional initiatives
Provide risk assessment and analytical support for public-private partnerships
Other duties as assigned

Monitor post-issuance compliance requirements and reporting, including private business use and tax compliance
Primary credit analyst for one or more campus borrowers and leading project teams and initiatives
Lead due diligence/coordination efforts for debt funded capital projects
Requirements:
Bachelor's degree in Business, Finance, Economics or Accounting, or related field and 5 years finance or banking to include 2 or more years in municipal debt management or associated field (e.g. investment banking, capital markets, commercial banking, rating agency, financial analysis), and 3 years of progressively responsible leadership/management experience; demonstrated commitment to developing others to become leaders
An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree.
Detail oriented with excellent analytical skills including the ability to work with, synthesize, and summarize complex data
Ability to work in a fast-paced, multi-task and prioritize work in a deadline driven work environment
Proven work ethic and ability to work both independently and in teams
Experience handling multiple concurrent projects; ability to manage multiple priorities in a highly dynamic environment
Excellent written, communication, and presentation skills
Advanced Excel and PowerPoint skills
Excellent interpersonal skills and ability to build and maintain effective relationships
Ability to navigate between strategy and hands-on execution
Ability to problem solve and think creatively
Ability to partner, collaborate, and take initiative in large complex institutional challenges as well as day-to-day process improvements

Desired:
