Position Summary

This position serves as an attorney and reports to the Chief Legal Counsel. As a legal counsel for the Department, you'll represent ETF in legal actions and proceedings and provide legal consultation to Department program areas. The benefits administered by ETF are critical to the financial security of our more than 650,000 members. You'll have direct contact with our members working with them whenever possible to resolve their benefits-related issues before the issues turn into formal administrative appeals. In the rare instances when we're unable to resolve issues informally you'll defend the Department's interests.

Key responsibilities include the following:
  • Provide legal consultation to leadership in the resolution of member disputes
  • Provide comprehensive legal representation for the Department
  • Respond to legal inquiries concerning ETF's benefit programs, including the WRS, the Group Health Insurance Program, and other ETF benefit programs
  • Review legal documents, requests for proposals/bids, contracts, and other benefit program related documents for compliance with applicable laws, rules, policies, etc.

Salary Information

This position is in classification Attorney (pay schedule-range 09-75) with an annual salary of $90,000 - $117,249, plus excellent benefits. Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of appointment.

Job Details

ETF offers hybrid remote/office work. The selected employee must report to ETF's office on the first day of employment , occasionally for onsite meetings, and as project needs require. All employees are expected to be headquartered and work within the state of Wisconsin.

ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check to determine whether the circumstances of any conviction may be related to the duties required of the position.

A 12-month probationary is required.

Qualifications

Minimally Qualified candidates will have experience with all the following:
  • Current license, in good standing, to practice law in the State of Wisconsin.
  • Experience researching, analyzing, and interpreting law .
  • Experience providing legal advice, counsel, and recommendations.
  • Experience providing legal representation (e.g., conducting litigation or hearings, negotiating, etc.).
  • Experience preparing legal documents or memorandums (e.g., pleadings, briefs and allied court papers, legal opinions, administrative rules, orders, etc.).

Highly Qualified candidates will also have experience with some of the following :
  • Experience independently representing clients in administrative or civil matters, including preparing for hearings or trials, participating in hearings or trials, or negotiating settlements .
  • Experience providing legal advice, counsel, and recommendations to management.
  • Experience researching, analyzing and interpreting laws related to employee benefit programs (e.g., health, life, disability, pension, etc.) .
  • Experience in negotiating resolution of disputes.
