Position Overview

The Department of Commerce and Economic Opportunity (DCEO) is seeking an experienced audit liaison, auditor, or monitor to join our Office of Accountability team. The ideal candidate will enjoy working with auditors or monitors of DCEO, as well as DCEO staff, to ensure that audits and monitoring of DCEO is performed seamlessly and will enjoy the development of audit responses and effective corrective action plans. We invite individuals who have audit liaisoning, auditing or monitoring experience to apply.

Essential Functions

  • Organizes, plans, executes, controls, and evaluates the operation of program integrity with an emphasis providing technical assistance to DCEO Staff and acting as a liaison to external entities conducting auditing, monitoring and examination of programs for the Department's compliance with federal and state requirements, regulations, statutes, guidance, laws, and regulatory compliance utilizing knowledge of professional accounting principles (Generally Accepted Accounting Principles (GAAP)) and auditing standards (Generally Accepted Auditing Standards (GAAS), General Accepted Government Auditing Standards (GAGAS), and the 2 CFR 200 Compliance Supplement).
  • Plans, directs, and trackson plans and designs relative processes and procedures for efficient and effective internal controls including but not limited to corrective action plans resulting from findings from financial, compliance, single and programmatic audits, and reviews of the Department.
  • Provides accountability and compliance advice to Department staff.
  • Provides appropriate training.
  • Serves as working supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires three (3) years progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.


Preferred Qualifications

  • Prefer at least 3 years' experience utilizing knowledge of professional accounting principles (Generally Accepted Accounting Principles (GAAP)) and auditing standards (at least one of the following: Generally Accepted Auditing Standards (GAAS), General Accepted Government Auditing Standards (GAGAS), and the 2 CFR 200 Compliance Supplement).
  • Prefer at least 3 years' experience developing corrective action plans that effectively and efficiently address the root cause of the finding.
  • Prefer at least 3 years' experience acting as a liaison between internal and external parties to the organization and organizing requests and responses in an effective and efficient manner.
  • Prefer at least 3 years of experience providing presentations and trainings to small to medium size audiences including internal and external presentations, which require a high level of communication and ability to engage audience members.
  • Prefer intermediate experience in the use of desk top software including but not limited to Microsoft Excel, Word, Outlook, PowerPoint, OneNet and Smartsheet.


Conditions of Employment

  • Requires appropriate, valid driver's license.
  • Requires ability to travel in their performance of duties, with overnight stays as appropriate.
  • Requires completion of a background check and self-disclosure of criminal history.


This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statement of Economic Interest with the Office of Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
