GENERAL PURPOSE SUMMARY
As directed by supervisor, assumes primary responsibility for planning and executing or overseeing specific audits or audits assigned to a specific unit of the Audit Section as identified in the audit plan to evaluate and report on the adequacy and effectiveness of internal controls over financial reporting, banking and IT operations, and/or regulatory compliance by performing the following essential duties and responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversees, directs, and conducts internal audits under area of responsibility as defined by the audit plan; assigns personnel and participates in the planning and scheduling of specific audits as required, ensuring all activities conform to established audit procedures; may deviate from normal audit scope as circumstances warrant. Reviews and approves or prepares audit level risk assessments, subject to final approval by supervisor of the various operational functions and/or processes, and makes recommendations to the supervisor regarding areas to audit, scheduling, and the bank's auditing priorities. Monitors effectiveness of audit coverage within assigned area of responsibility, identifying areas of potential exposure to risk, verifying effectiveness of audit programs, and making or recommending changes to audit program when necessary. Prepares audit programs based on evaluation of internal controls, operational efficiency, and compliance with policies, procedures, laws, regulations and security, subject to approval by supervisor. Performs audits in accordance with audit program, prepares and retains audit work papers in sufficient detail to support audit findings, prepares audit reports including objectives, procedures performed, findings and conclusion, and performs follow-up of audit report responses. Performs quality assurance review of audit work papers and findings prepared by delegates and peers. Reviews and prepares written reports of audit findings and value added recommendations for submission to all levels of management subject to final approval by the Internal Audit Director. Presents audit results to senior and operating management verbally and in writing. Evaluates audit responses received from management for adequacy, effectiveness, and timeliness and oversees the follow-up process. Reviews new operating procedures to determine whether adequate controls and audit requirements are incorporated; recommends changes when required; keeps informed about the banking industry standards and regulatory examining agencies' requirements. At the direction of Internal Audit Director or designee, communicates with external examiners and auditors, including outsourced internal audit resources. Performs other work-related duties as assigned by supervisor.
SUPERVISORY RESPONSIBILITIES
May supervise an assigned Unit within the Audit Section. May act in a lead capacity supervising other audit personnel's performance on an audit-by-audit basis. Carries out supervisory responsibilities in accordance with the organization's policies, and applicable laws and regulations. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; and making recommendations regarding the hiring and terminating of employees.
QUALIFICATION REQUIREMENTS

EDUCATION and/or EXPERIENCE:
Minimum: Bachelor's degree in business, accounting, finance, or related field and four years progressively responsible internal audit or related experience; or six years progressively responsible audit or related experience ; or equivalent combination of education/training and experience. Knowledge of bank operations, bank regulatory issues, and electronic data processing methods and controls. CIA, CISA or CFSA eligibility. One-year lead or supervisory experience in audit.
Preferred: Professional certification such as CPA, CIA, CFSA, CISA, CFE. One year supervisory or management experience in internal audit.
SKILLS and ABILITIES:
Word processing and spreadsheet software experience required. Ability to handle highly confidential information, frequent deadlines, time constraints, and ability to successfully manage and prioritize multiple tasks is required.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal and regulatory documents. Ability to respond, verbally or in writing, to inquiries from employees, management, external auditors' regulatory agencies, or customers. Ability to effectively present information, verbally or in writing, to top management, Board of Directors, other employees and customers.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as statistical sampling, confidence levels, expected values, probability and statistical inference. Ability to apply concepts such as present value, fractions, discounts, interest, APRs, accruals, percentages, ratios, and proportions to practical situations.
REASONING SKILLS:
Ability to define problems, collect data from a variety of sources, establish facts, draw valid conclusions, and make recommendations based on those conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several variables. Ability to analyze and evaluate all bank processes and systems.
