ABOUT THIS POSITION

Over 52 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.

The Aviation Department has a vacancy for a Supervisor III position in the Badging and Security Section. This position will be responsible for various regulatory initiatives including but not limited to fingerprint-based Criminal History Records Checks and Security Threat Assessments on airport badge and credential holders, contract security oversight and management of the Airport Security Program. This position will supervise Aviation Supervisor IIs in addition to providing administrative and operational support for the regulatory compliance program and badging process.

Duties for this position includes a variety of managerial and technical tasks in an airport section, including administrative duties such as technical report writing, monitoring budgets, human resource management, developing and implementing of formal procedures, collaborating with outside agencies and operations duties such as construction and project management, and security functions. The Supervisor III will also be responsible for federal, state, and local regulation compliance such as Chapter 4, Article IV of the Phoenix City Code, Aviation Regulation Part 139 and Code of Federal Regulations Part 1542. Requires customer service and stakeholder engagement, including public presentations and addressing concerns in person (face to face), virtually, and through written correspondence.

SALARY

Pay Range: $63,045 to $113,319 annually.

Hiring Range: $63,045 to $84,468 annually.

MINIMUM QUALIFICATIONS

  • Four years of progressively responsible experience in airport activities or technically specific areas.
  • Two of which must have been in a supervisory capacity.
  • Associate's degree in public, business, or airport administration or a related field.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • This position requires the ability to work irregular hours, weekends, holidays, and evenings.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with Airport Security Programs (ASP).
  • Experience developing and coordinating training.
  • Experience planning and managing an annual budget.
  • Experience in regulatory compliance or auditing practices.
  • Experience implementing and oversight of contracts and contract personnel.
  • Experience with large databases or federally mandate security background checks.
  • Experience updating and communicating rules, regulations, authoring program manuals or standard operating procedures (SOPs).
