The of DCHS is looking for a Scrum Lead, Functional Analyst IV, with experience in the healthcare industry. This position will hold direct responsibility for the day-to-day oversight of activities performed by the BHRD Information and Data System's (BIDS) team while adhering to agile practices and disciplines. The incumbent will work closely with business end-users, agile teams, and leadership to resolve team level impediments and manage risk.
The Scrum Lead will work closely with the product owner to ensure BIDS team members are working on the highest priority work items defined within the team's roadmap. It is critical that the person hired for this position has a strong understanding of Agile Scrum and Kanban principles and practices. The position is responsible for providing hands-on coaching to support the adoption of agile practices and identifying opportunity areas for continuous improvement.
This position requires an individual who is an effective communicator. The Scrum Lead must effectively work closely with delivery and application teams to maintain programs and launch and deliver new projects while preparing deliverables and artifacts. They will hold responsibility for highlighting the progress accomplished by teams (velocity, sprint and feature burn ups / burn downs, cumulative flow reports, etc.) and present those artifacts as needed.

Job Duties
To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to:
- Facilitates the execution and adoption of scrum ceremonies (e.g., sprint planning, backlog refinement, daily standups, retrospectives, etc.).
- Manages the remediation of blockers and issues identified by team members to support the timely completion of sprint deliverables.
- Works with multiple in-house and external scrum teams who are enterprise-wide to remove impediments and manage dependencies.
- Provides day-to-day coaching to team members to support the adoption of agile practices and disciplines.
- Conducts periodic maturity assessments to identify leading practices and opportunity areas to support the continued growth of the BIDS team.
- Supports program planning activities (integrated planning workshops, program increment planning sessions etc.), as necessary.
- Facilitates the definition and implementation of team level working agreements to support the day-to-day delivery of working software.
- Identifies and creates metrics (ex: burnups, cumulative flows, velocity charts) that measure and report on team performance, backlogs health and continuous improvement.
- Supports the implementation of improvement areas identified in team retrospectives.
- Ensures the work implemented adheres to the steps and procedures outlined within the definition of done (DoD) framework.
- Serves as a servant leader for multiple teams and their partners.
Experience, Qualifications, Knowledge, Skills
- Must hold current certification as a Scrum Master (CSM) with a deep understanding of Scrum principles, practices and frameworks.
- Minimum of four years of experience working as a Scrum Master.
- Minimum of two years work experience in a healthcare setting.
- Proficiency in Agile tools such as Azure DevOps or Rally for managing backlogs and tracking progress.
- Demonstrated proficiency in the Microsoft Office Suite.
- Outstanding interpersonal skills, including the ability to work with IT professionals, service providers and business owners to determine technology solutions to address work processes and systems.
- Strong written and oral communication skills that support the ability to clearly translate between technical and business language.
- Outstanding organizational skills with the ability to plan and perform work independently.
- Ability to work flexible hours, as needed.
Desired Experience, Qualifications, Knowledge, Skills:
- Knowledge of the publicly funded behavioral health system.
- Experience supporting Electronic Health Record systems with familiarity of HIPAA electronic data interchange service transactions and database structures.
