Description
The Behavioral Health Manager is a member of the department's interdisciplinary team. Responsible for overseeing assigned behavioral health professionals, substance use and mental health, representing the program on a variety of teams and with outside partners, providing behavioral health prevention and intervention services, ensuring compliance, and facilitating services. This individual will provide leadership and direction to drive program development and expansion, support quality initiatives, and enhance behavioral health integration services. This position will improve the overall operations of the PGST Behavioral Health Program through the management of culturally appropriate mental health/substance use disorder and family wellness programs and the building of positive community support systems.

Minimum Qualifications:
Education and Experience:
Master's degree in psychology, social work or a related field and five years of progressively responsible work experience that demonstrates the ability to perform the essential functions of the position; behavioral health program supervision experience managing behavioral health providers. Active, unencumbered WA State license for practice (LMHC, LMFT, LICSW and Substance Use Disorder Professional (SUDP). Valid driver's license. Current CPR certification.
Preferred Qualifications
Experience working with Tribes and Native Communities.
Other Job Requirements
Must have current CPR Certification and TB test.

Duties Include:
Clinical Supervision:
- Oversees assigned behavioral health professionals for the purpose of meeting program requirements for staffing, training, documentation, and distribution of resources.
- Promotes, develops and oversees culturally appropriate mental health, substance use disorder, family development and prevention services.
- Work collaboratively with members of the clinical team and organization leadership on BH Program development, implementation and evaluation.
- Monitors billable service and meets with clinical staff for the purpose of meeting programs performance standards and reviewing service data.
- Provide supervision for behavioral health providers (mental health and SUD counselors) either directly or through assigned mental health or substance use disorder lead counselors.This includes hiring, orienting, and evaluating work performance of, as well as mentoring, behavioral health providers and staff.
- Assist with supervision of students/residents and/or interns/trainees and contribute to management of the practicum and internship/residency programs as needed.
- Facilitates and coordinates behavioral health professional development, as needed.
Policy Oversight/Development:
- Provide BH program leadership for clinical practice and quality by developing workflows and an environment that promotes a positive patient experience and managing staff to meet and exceed assigned performance goals and quality standards.
- Provide leadership and direction in the development or modification of policies and procedures. Communicates changes to staff and monitor compliance.
- Monitors and implements quality assurance reviews and improvements.
- Ensure that all assigned services are compliant with all PCHS policies, procedures and guidelines, as well as applicable federal, state and local laws and regulations.
Program Development:
- Assist administrator in maintaining compliance with Behavioral Health Administration licensing rules and regulations as noted by WAC.
- Develop a cohesive holistic approach to program services with all tribal services.
- Lead efforts to maximize appropriate opportunities for reimbursement of behavioral health services.
- Build and maintain collaborative relationships with local, state, and regional partners, including managed care organizations.
- Develops training and related materials for the purpose of promoting behavioral health supports.
- Oversees data and evaluation for the purpose of meeting program requirements.
Community Development:
- Supports Tribal community development efforts by participating in special events and other efforts, applying professional knowledge and skills.
Meetings:
- Facilitates/Attends various staff/community meetings and committees whose goals directly or indirectly relate to BH Program objectives. These meetings include, BH Program Staff Meetings, Health Services Department meetings, Chi-e-Chee Network meetings and any state/federal meetings essential to BH Program operations.
- Serves as a liaison between a variety of individuals and groups for the purpose of facilitating support services, continuity of care, and communication between participants.
Personal Contacts:
- Maintains regular contacts of a positive nature with clients, clients' families, staff, community members, Tribal staff, various outside agencies, and others to accomplish program objectives and preserve good public relations.
