What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $115,000.00 - $130,000.00/year, based on experience and education. We also offer generous benefits for full-time employees which includes but is not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

What You'll Do

As a Benefits Analyst Specialist at Denver, you will be responsible for implementing, contracting and monitoring each benefit plan with their vendors. In this newly revamped role, you will also be responsible for monitoring the health of our self-funded medical and dental plans. This includes ensuring compliance with the Consolidated Appropriations Act and Mental Health Parity Act.

You will join a team of 6 other benefits analysts and a benefits supervisor who are primarily responsible for enrollment and education. In addition, you will partner with a two-member wellness team who are responsible for making plan change recommendations and introducing new benefit partners based on how employees and their families are utilizing the plan.

In this position, you will serve as a subject matter expert to the other team members, assisting in interpreting covered services, escalated claims issues, and monitoring for any recurring issues with vendors.

Responsibilities
  • Partner with external consultants and internal stakeholders to evaluate, implement, and enhance benefits offerings.
  • Open enrollment planning. Along with the Director of Benefits and Wellness, manage all aspects of open enrollment, including, but not limited to:
    • Managing Health Insurance Committee meetings, determining annual recommendations needed from the health insurance committee and posting meeting agendas and minutes.
    • Implementation of all health insurance changes for the year, including implementation or modification of contracts.
    • Establish open enrollment tracking document to ensure all system updates, communication sources and staff training are complete.
  • Contract administration.
    • Oversee benefit contracts, including initiation, renewal, and signing.
    • Maintain a renewal calendar and ensure timely execution of contracts.
    • Monitor vendor performance for timeliness, quality, and cost-effectiveness.
  • Benefit Program Analysis:
    • Monitors and evaluates current benefit programs and recommends improvements or modifications as needed. Assess costs of implementing new benefits or benefit enhancements.
    • Lead the introduction and completion of a benefit satisfaction survey in 2025.
    • Self-funded Medical and Dental plans - work with finance to ensure accurate appropriations internally.
    • Lead compliance activities for Benefits plans including mental health parity, transparency law requirements, ACA reporting and other various required filings. Monitor and analyze claims data to identify trends, variances, and opportunities for better outcomes as required by the CAA and MHPA.
    • Monitor new state and federal laws to ensure compliance.
    • Develop and refine workflows to improve the employee experience and the benefits team's operational effectiveness.
  • System effectiveness
    • Ensure benefits-related systems like Workday are effectively supporting the business through efficient benefit administration.
    • Learn Workday and provide backup for system configuration.
    • Audit various benefit programs to ensure accurate enrollment.
  • Collective Bargaining Resource
    • In coordination with the benefit director, assess costs of implementing new benefits or benefit enhancements requested during union collective bargaining sessions.
    • Ability to build benefit plans and communications geared toward various stakeholders.


What You'll Bring

This role will be expected to analyze large amounts of data regularly and must have extensive experience with Microsoft Excel or similar product. Experience with PowerBI is also a plus. Previous experience in a Collectively Bargained environment is ideal.

Minimum Qualifications
  • Education Requirement: Bachelor's Degree in Business Administration, Human Resources, or a related field.
  • Experience Requirement: Six (6) years of professional level experience performing employee benefits administration and analysis.
  • Education and Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for each year of the minimum experience requirements.
  • License/Certification Requirement: None
