About the Role:

We're seeking a highly motivated and experienced Benefits Manager to lead our team in a hybrid work environment. This is a pivotal role within our Human Resources Office, where you'll oversee the administration of employee benefits (Medical, Health, Dental and Vision), leave programs (FMLA, FAMLI, Short Term Disability) worker's compensation, and accommodations under the Americans with Disability Act (ADA). You'll be a key driver in fostering a positive work environment and ensuring our employees have the support and resources they need to thrive.

What You'll Do:
  • Lead and manage the day-to-day operations of the Benefits Unit.
  • Serve as the primary subject matter expert for ADA Employment Title I and Public Services Title II, ensuring a compliant and supportive program.
  • Administer a comprehensive and compliant ADA interactive process for our employees while continually analyzing and interpreting ADA best practices and requirements.
  • Conduct audits and implement process improvements to optimize efficiency and effectiveness.
  • Mentor and develop a team of HR professionals, empowering them to deliver exceptional service.
  • Provide expert guidance on benefits administration (medical, dental, vision), leave policies (FMLA, FAMLI, short-term disability), worker's compensation, and ADA compliance.
  • Strategize and execute the open enrollment process, ensuring maximum employee engagement and utilization of benefits.
  • Analyze benefit trends and make data-driven recommendations to enhance our offerings and improve employee satisfaction.

MINIMUM QUALIFICATIONS:

Experience Only:
Eight (8) years of relevant human resources experience.

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years

Preferred Qualifications:

The ideal candidate will possess the following skills:
  • Knowledge and experience in Human Resources, Benefits, Workers Compensation & Unemployment.
  • Knowledge of benefit policies, federal guidelines and standards, and procedures.
  • Strong computer literacy with experience in Microsoft Word, Excel and Google workspace.
  • Background in working in a support function.
  • Demonstrated ability in auditing processes and recommending improvements.
  • Excellent verbal and written communication skills.
  • Strong leadership abilities inclusive of successful change management, mentoring, career development, training, presenting, and conducting annual reviews.

Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
