Introduction
The Department of Health Services (DHS) , Division of Medicaid Services (DMS) , is recruiting for a Benefits Policy Manager in the Bureau of Benefits Policy (BBP).

Position Summary
As the Benefits Policy Manager, you will be responsible for leading and directing a team of professionals in developing and coordinating benefit policy. This includes communicating and advocating a vision of the benefits policy team and articulating the vision into a strategy to the section, bureau, other bureaus, work groups, administrator's office and benefits partners. This position requires the capacity to analyze information and prepare written reports for use by the Bureau, Division and Department, Centers for Medicare & Medicaid Services (CMS), the legislature, consumers, family-members, advocates and the general public. Salary Information
The starting salary is between $45.50 and $47.00 per hour (approximately between $94,600 and $97,700 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Health Care Program Manager and is in pay schedule and range 81/02.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

- Overseeing a team of diverse program and policy analysts responsible for policy development and review for non-pharmacy acute care benefits covered under the Wisconsin Medicaid, BadgerCare Plus, and Wisconsin Chronic Disease programs.
- Coordinating with Section and other Division staff to develop and review coverage policy, including: the fiscal unit to review reimbursement and cost containment strategies; the systems unit to operationalize coverage policies and reimbursement methodologies; clinical consultants to evaluate coverage proposals; and the publications unit to review communications to providers and members.
- Promoting effective and efficient partnerships with provider organizations, consumer and advocacy groups, legislators, and other partners to present and review existing and proposed coverage policies.

Qualifications

- Experience in a leadership, supervisory, or management role in the human services system performing duties such as providing direction, overseeing staff or large projects involving multiple staff, monitoring personnel workload, resolving conflict, conducting performance evaluations, etc.
- Experience developing and implementing policies related to human services programs or standards.
- Experience planning initiatives or projects for a human services program with multiple workstreams and timelines of one or more years performing duties such as identifying resources needed, helping define scope, helping identify project deliverables, working across teams with peer managers, etc.
- Experience in a leadership, supervisory, or management role for a federal Medicaid program which includes the state plan and working with requirements, policies and operating procedures.
- Experience overseeing policy development and programs with requirements to federal laws, state laws, existing policy and nation standards, specifically in the area of service systems or programs.
- Experience leading and planning initiatives or projects for Medicaid programs with multiple workstreams and timelines of one or more years.
