Position Overview

This position is accountable for the development, implementation, and interpretation of the engineering policies which govern the design of bicycle and pedestrian facilities. Implementation of policy is accomplished through revisions of the Bureau of Design and Environment (BDE) Manual and by teaching/hosting courses on bicycle, pedestrian, and Americans with Disabilities Act (ADA) design.

Essential Functions

  • Develops and interprets the department's engineering policies which govern the design of bicycle and pedestrian facilities.
  • Reviews and approves ADA statement of MEPs on state specific projects.
  • Maintains an effective liaison with district staff and other central bureaus/offices for the purposes of obtaining policy input, providing policy interpretations, and resolving problems.
  • Serves as the federally mandated bicycle and pedestrian coordinator for the department which includes representation at local, state, and national conferences.
  • Serves as the BDE representative for the Inter-Agency Bicycle Coordinating Working Group which meets in accordance with the Bikeway Act (605 ILCS 30).
  • Serves as the department's primary point of contact on bicycle and pedestrian issues for external partner such as the FHWA, other state agencies, local public agencies, special interest groups, and consultants.
  • Provides training on bicycle and accessible pedestrian design.
  • Performs ADA compliance reviews in the field and assists with the investigation and resolution of ADA complaints.
  • Performs all duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.


Minimum Qualifications
Current registration as a Licensed Professional Engineer in the state of Illinois
Five years of experience in civil engineering

Preferred Qualifications

  • Knowledge of highway design and accessible pedestrian design
  • Strong organizational, presentation/training, and self-motivational skills
  • Ability to plan, organize, and execute technical program requirements
  • Strong oral and written communication skills
