About this Role:
The Staff Services Manager Ill (SSM Ill) assists the CEA (Division Chief) with planning, organizing, and directing the activities of the Behavioral Health Licensing and Certification Division (BHLCD). The SSM Ill will be responsible for two of the nine BHLCD sections: Substance Use Disorder (SUD) Licensing and Certification Sections (LCS) and 1 Complaints Section (CS). Under the general direction of the CEA, the SSM Ill is responsible for program planning, direction, administration, and management of all activities related to BHLCD.
BHLCD is a part of the comprehensive health care system provided to California's population that needs assistance, care and compliance with their efforts in rehabilitation from substance abuse and mental health disorders. BHLCD ensures that facilities and counselors are operating under proper licenses and complying with regulations.
Up to 20% overnight statewide travel by airplane, automobile, train, or other forms of transportation is required. In the absence of the Division Chief, the incumbent serves as the substance use disorders compliance policy advisor to the Department Director, Chief Deputy Director, and Deputy Director.

Describe your experience in the field of MH and/or SUD services licensing and certification, including specific experience you may have had working on issues related to the licensing of BH outpatient, residential, and inpatient facilities and/or programs, as well as with certifying SUD residential and outpatient treatment programs, and certifications for SUD counselors. Describe your short-term and long-term professional goals and how it aligns with DHCS' mission and vision. Describe your experience and provide examples of your work with implementing statewide policy changes. Including examples of leading out on stakeholder groups and speaking/working with stakeholder groups and the general public to develop and implement programs/policies. Describe your knowledge and experience working with the CA legislative and budgetary processes, including processes for bill analysis, budget change proposals and legislative concepts. Please include examples of your role in these processes and outcomes.

Telework Information
