Position Overview

This position is responsible for monitoring and verifying the entry, timeliness, and accuracy of all bridge inventory data and inspection types required by policy and to meet National Bridge Inspection Standards (NBIS) requirements including routine, Nonredundant Steel Tension Member (NSTM), underwater, element level, and special inspections by state personnel, local public agency (LPA) personnel, other entities, and consultants

Essential Functions

  • Monitors and verifies the entry, timeliness, and accuracy of all bridge inventory and inspection data and inspection types required by policy and meets the National Bridge Inspection Standards (NBIS) requirements including routine, fracture critical, underwater, element level, and special inspections by state personnel, local public agency (LPA) personnel, other entities, and consultants.
  • Generates and distributes reports of bridge inspections due and bridge inspection delinquencies to ensures all bridges are inspected within established frequency criteria.
  • Generates reports to provide support for the Bureau of Bridges and Structures (BBS), other bureaus, district offices, Federal Highway Administration (FHWA), LPAs, other entities, consultants, and news media.
  • Stays abreast of the NBIS and technological developments relating to bridge inspection.
  • Develops and disseminates maintenance cost data for a comprehensive Bridge Maintenance and Deterioration Rate Report.
  • Assists in developing and updating deterioration models for use with the department's Bridge Management System (BMS).
  • Assists and trains the district offices and local agencies concerning proper data entry and use of the various bridge information/data systems.
  • Assists with the scheduling of inspection training classes. Monitors bridge inspector qualifications and ensures only qualified personnel inspect bridges in Illinois.
  • Assists with the NBIS Metric Improvement Plans and Plans of Corrective Action as required by the FHWA.
  • Assists with the continual review and updating of the Structural Services Manual, Structure Information and Procedure Manual, Bridge Preservation Guide, and Supplement to the American Association of State Highway and Transportation Officials (AASHTO) Manual for Bridge Element Inspection (MBEI).
  • Performs continual review and updating of the BBS forms.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.


Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR Eight years of engineering experience.


Preferred Qualifications

  • IL NBIS Program Manager or Team Leader with NSTM and Element Certification.
  • Extensive knowledge of the IDOT Structural Services Manual, Section 3, in particular; and IDOT Structure Information and Procedure (SIP) Manual.
  • Extensive knowledge of bridge management systems including the Illinois Structures Information System (ISIS), and Structural Information Management System (SIMS).
  • Proficiency in Microsoft Office programs Word, Excel, Outlook, PowerPoint, and Access; Power BI and Adobe Acrobat.
  • Ability to develop and maintain cooperative relationships with departmental staff and the public.
  • Strong communication, planning, problem resolution, and organizational skills.
