Introduction
Madison College is currently seeking a full-time Budget & Policy Analyst. This position is responsible for performing centralized, district-wide budget administration for all of Madison College's funds and units, with a focus on the capital and debt service funds. This includes preparing and managing budgets and information within the College's financial and budget systems, aiding in the resolution of budgetary issues, modeling long-term financial scenarios, and supporting the College leadership's decision-making processes, including making recommendations to executive leadership, the President, and the Board of Trustees. This position reports to the Budget Director.

Salary Information: $70,476-$96,305 (commensurate with experience). Madison College provides a generous benefits package of vacation, holidays, health/vision/dental/life insurance options, and you will be able to participate in the Wisconsin Retirement System (WRS).
Job Details
This is a full-time, exempt, hybrid position. Three days on campus, two days remote. (Subject to change in the future.) Core office hours are 8:00 am to 4:30 pm, M-F. Work schedule may be flexible with manager approval.

Position Summary
Responsibilities
- Provide organizational and budgetary analysis and advice to assigned units; support college-wide resource allocation decision-making to align with College's mission, vision, and values
- Complete and maintain long-range financial analyses of operational, capital and debt service funds; identify internal/external budget pressures and, in conjunction with subject matter experts, develop alternatives to address/mitigate impact
- Provide short- and long-term financial and non-financial analysis to aid in preparation of annual budget
- Respond to requests, provide budget system training, and monitor annual operating, technology services, and capital budgets to provide managers and executive leadership with accurate financial information to help achieve goals
- Analyze financial and programmatic operations through time-series and comparative data analysis, model building, and benchmarking with peer institutions to support leadership's resource allocation decision-making Knowledge, Skills, Abilities
- Skill in interacting and communicating organization-wide, orally and in writing; ability to work well in group problem-solving situations and use reason when dealing with difficult conversations
- Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities
- Professional working knowledge of public sector budgeting, governmental budgetary principles and procedures and fiscal regulations Demonstrated skill and competency (testing, querying or developing reports) of information systems, computers and data analysis software, including all Microsoft Office applications, ERP (enterprise resource planning-PeopleSoft/Workday) systems and data management tools
- Ability to work with high degree of independence and prioritize multiple, competing demands
- Skill in application of financial analysis and reconciliation, including synthesizing diverse and complex information

- Five (5) years of progressively responsible professional experience
