Job Description:

Heartland Consulting is seeking an experienced Budget Analyst to provide on-site support for a government client. The ideal candidate will assist in the development, execution, reconciliation, and review of annual budgets for assigned divisions or directorates. This role involves producing acquisition packages, spend plans, budget execution reports, and workload data for executive-level briefings.

Tasks:

Provide Budget Analysis (with a broad base in budget execution and funds control) support to assist in managing the development, execution, reconciliation, and review of assigned Divisions or Directorates annual budget.

Prepare acquisition packages to ensure they are correct and complete for input into the financial management systems, track acquisition packages through the various approval stages in the financial system of record, and make corrections and adjustments as needed. Assist in the development of spend plan & phasing plan. Inputs and extracts data from FM systems to perform budget functions. Assist in reconciling the Dormant Account Review - Quarterly (DAR-Q). Supports the development and submission of the POM in order to ensure linkage with the budget.

Ensure that all documents related to specific tasks on the budget execution and funds control are saved with the correct tracking title IAW with NARA regulations.

Develop spreadsheets to capture and budget execution status reports, requests and modifications for the purpose of determining scope of tasking and deliverables. Spreadsheets will update at a minimum on a weekly basis but are expected to be updated as soon as new tasking and initiatives are issued.

Provide to the government Lead Resource Manager workload data (i.e., reports initiated, completed, or ongoing status of the same, number of responses of requests for information, number and title of projects, etc.) to develop Power Point presentation based on workload spreadsheets. Slides will be used to inform leadership on the status of their directorates funding, budget execution, POM and Program Budget Reports. Briefing package will identify any issues which may be an obstacle for the POM and Program Budget reporting.

Record meeting notes for budget meetings. Notes must be presented as an executive summary identifying all attendees, topics discusses, tasks, and deliverables.

Develop lists of tasking and deliverables from meetings for inclusion in workload status reports.

Education & Experience:

Bachelor's in Business Administration, Accounting, or Finance from an accredited institution.

Minimum 10 years of experience inclusive to DOD headquarters (CJCS, Secretary Air Force Financial Management-SAF/FM, Navy Comptroller NAVCOMPT, Army Budget Office ABO), major command (MAJCOM/MACOM, EUCOM, etc.) System command, and unit/base-level organization as well with a broad base in an in-depth base in civilian pay (reconciliation, adjustments, corrections cost transfers, Defense Civilian Pay System, Defense Civilian Personnel Data System) DAI time and attendance, pre and post time and attendance validation experience.

Minimum of 3 years' of experience in storing financial records IAW DOD FMR and National Archives and Records Administration (NARA) regulations.

Knowledge & Skills Required:

In-depth understanding of budgeting, programming, and financial management principles. Strong analytical skills and experience with financial management systems. Proficiency in Microsoft Excel and PowerPoint. Familiarity with applicable publications including FAR, DFARS, and DOD Directives.
