Summary Statement
The Arizona Department of Public Safety is seeking an experienced professional to join our team. The Budget Officer serves on the executive management team of the Department as the chief budget advisor. Represents the Department on fiscal issues with state legislative and executive entities and other governmental agencies. Plans and directs the management of the Department's fiscal resources and budgetary processes. Performs related duties as required. This position is designated as uncovered; the incumbent serves at the pleasure of the Director of the Department of Public Safety. Application period may close without notice.

Essential Functions (not intended to be all inclusive)
Acts as the chief budget advisor to the Department by providing the executive management team with input on issues related to the legislative budget process, internal budget management, and financial planning. Represents the Department at the executive level on fiscal and budgetary issues by interacting with the Office of Strategic Planning and Budgeting (OSPB), Joint Legislative Budget Committee (JLBC), Department of Administration, and other federal and state agencies. Prepares and guides budget requests through the executive management team and the Legislature. Recommends budget allocations based on funding constraints, expenditure projections and Department priorities. Monitors funding sources, agency expenditures and allotments while ensuring compliance with legislative intent, accounting regulations, and audit compliance principles. Develops short- and long-range strategic plans for the fiscal affairs of the Department. Consults with Department managers on fiscal planning and resource allocation needs. Supervises a staff of professional personnel, which includes interviewing, development and delivery of training, establishing performance standards, and providing constructive feedback based on evaluating employee performance. Advises and provides input on the management of grant and non-appropriated funding programs, including the awarding of internal asset forfeiture grants and external criminal justice enhancement fund grants. Reviews and approves all major requisitions and personnel actions with budgetary impact. Prepares a variety of financial, analytical, and forecasting reports related to Department operations and fiscal matters.
Knowledge, Skills, and Abilities Required
Knowledge of:

Minimum Qualifications
Requires a bachelor's degree from an accredited college or university with a major in business or public administration, finance, accounting or closely related field AND eight (8) years of increasingly responsible professional experience in accounting, budgeting, and finance, including two (2) years of supervisory experience and three (3) years of direct interaction with governmental entities. Graduate-level education and training in a related field may substitute for up to two (2) years of the required experience.
NOTE: One (1) year of work experience is equivalent to thirty (30) semester hours of course work from an accredited college or university.
WORKING CONDITIONS/ADDITIONAL REQUIREMENTS:
Office setting.
May be required to work extended hours.
