The Budget Division exists to provide budgetary and financial support to all levels of Department Management; as annual budget preparation, monitoring, forecast, variance analysis, grants compliance and process improvement. In addition, work collaboratively with the Office of State and Planning (OSPB) and Joint Budget Committee(JBC) reviewing legislation, fiscal impacts and drafting fiscal notes.

This position exists to provide budget, personnel, and other liaison functions to staff within various divisions/offices within the department. This may include Unemployment Insurance, Employment and Training, Workforce Development Council, Rural Consortium, Vocational Rehabilitation, Labor Standards and Statistics, Oil and Public Safety, Workers' Compensation, Family and Medical Leave Insurance, Office of New Americans, Office of Future of Work, Office of Just Transition and CO Disability Opportunity Office. This position initiates, processes, and facilitates various budget procedures including but not limited to staffing costs, tracking funding allocations and expenditures to divisions, and budget to actual reporting. This position reviews proposed state legislation for financial impacts to the department/division. Works under the direction of the Budget Director. Works closely with Human Resources, the Finance Office, Procurement and Contract Services Unit and other EDO staff. This position also responds to the State Auditor's Office related to cash funds.

MINIMUM QUALIFICATIONS:
Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned to this position: accounting, business, economics, finance, government, political science, public administration, or a closely related field.
OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience
Preferred Qualifications:
  • Experience working with Joint Budget Committee / Office of State Planning & Budgeting
  • Expert proficiency in Excel
  • Excellent knowledge of general accounting principles, state statutes and state fiscal rules.
  • Thorough knowledge of state budget processes
  • Experience with existing state accounting system, namely the Colorado Operations Resource Engine (CORE).
  • Experience with strategic financial management and cost benefit analysis principles.

Competencies:
  • Knowledge and understanding of theories, principles, and best practices of public sector financial and budget management, project level budgeting, resource allocation, and annual financial reporting in a large organization;
  • Financial/budget expertise and statistical analysis skills and experience;
  • Comprehensive knowledge and experience in financial analysis and budgetary processes;
  • Governmental budget analysis experience; and legislative and fiscal note experience
  • Strong aptitude for and experience in working with large datasets and using integrated software solutions and business intelligence tools;
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Ability to take initiative to solve problems in an innovative manner;
  • The ability to make choices within a range of specified, acceptable standards, alternatives, and technical practices
  • The ability to use and interpret a wide range of sources, such as legislation, and fiscal procedure manual
