About the Role:
The Building Inspections Manager plans, directs, controls, and coordinates all City building inspection activities and supervises inspection personnel. This position provides for the public protection, safety, health and well-being by performing all administrative, inspection, enforcement and supervisory functions necessary to insure compliance with all applicable City, State and Federal Codes.

Responsibilities
Essential Functions:
  • Oversee all aspects of the day to day operation of the Building Inspection Department including budgeting of resources and expenditures. Issue reports and attend necessary meetings, seminars, continuing education, and events as necessary to facilitate proper department administration.
  • Keep up-to-date on City, State, and Federal codes regulating building construction, zoning, fire prevention, property maintenance, demolition, mobile homes, recycling, and all other related construction fields.
  • Review building and site plans, specifications, and relevant documentation received from permit applicants to determine compliance with City, State, and Federal codes.
  • Review applications and issue permits for building, electrical, plumbing, heating/air conditioning, demolition, and occupancy.
  • Review all the commercial plans and determine if the City is allowed to do the plan review or if the State is required to do plan review.
  • Conduct on-site inspections of all building and structures during and after construction to assure compliance with City, State and Federal codes.
  • Conduct periodic inspections of existing building and coordinates efforts with the Fire Department to assure compliance with City, State, and Federal standards.
  • Receives, investigates, and acts to resolve code compliance complaints received from tenants, landlords, property owners, and the general public.
  • In charge of the Rent Abatement Ordinance, completes all initial inspections, keeps complete records of the inspections and action taken, and determines when rent abatement actions are turned over to the Rent Abatement Coordinator.
  • Notifies permit holders, contractors, landlords, and property owners of code violations and potential problem areas. Take necessary steps to obtain code compliance.
  • Represents the City at hearings, conferences, and meetings on building inspection issues, property maintenance issues, and building maintenance issues.
  • Respond to businesses, contractors, and home owner inquiries.
  • Manage and administer inter-departmental work. Utilize the skills and expertise of other departments and respond to other departments inquiries in a timely manner.
  • Confers with architects, engineers, designers, contractors and property owners; interprets and explains City and State code requirements; answers inquiries regarding code purpose, department policies, and administrative procedures.
  • Researches, analyzes and interprets the "intent" of specific code requirements; evaluates situations not specifically addressed by codes; and make code compliance determinations based on system performance, standard accepted construction practices, structural calculations, and personal knowledge of building design and construction.
  • Recommends code changes when necessary; develops new forms; initiates new procedures; and modifies existing department policies to adapt to changing conditions.
  • Works in conjunction with the City Council, Plan Commission, Dane County Public Health Department, the Wisconsin department of Commerce, other City departments, and various persons and agencies to assure enforcement of all applicable laws, codes and ordinances of the City and State.
  • Actively participates in professional inspector organizations dedicated to updating codes; improving administration, enforcement, and inspection procedures; and the advancement of the building inspection profession.
  • Obtains necessary inspector certifications from the State of Wisconsin; attends required recertification training sessions, seminars and workshops; and renews all certifications from year to year. Develops department policies relating to inspection and code enforcement; establishes procedures for work assignments, information flow, record-keeping, and inspector feedback; and trains inspectors accordingly.

Other Functions:
  • Receives inspection requests from contractors; prioritizes and assigns daily work and special projects to inspectors; follows up on owner/contractor concerns and complaints; and takes responsibility for all work performed by subordinates.
  • Recommends hiring of new employees; job reclassifications and salary adjustments for existing employees; and disciplinary action and/or termination as the need arises.
  • Establishes and maintains a permit log and a complete, up-to-date permit file containing applications, plans, specifications, inspection records, and all other pertinent documentation for each permit issued.
  • Establishes equitable permit fee schedules based on actual department costs and comparability with other municipalities; recommends changes as the need arises; and collects all permit fees.
  • Prepares regular permit reports for the U.S. Department of Commerce Bureau of Census, Dane County Regional Planning Commission, City Council, and other interested parties containing information such as: number and types of permits issued, number of housing units, estimated construction costs, etc.
  • Acquires and is responsible for maintaining all department materials and supplies.
  • Maintains, effects repairs, and recommends replacement of department vehicle(s).
  • Prepares the annual department operating budget

Minimum Qualifications
Supervisory Requirements:
  • Code Enforcement Inspectors(3)

Education and/or Experience Requirements:
  • Bachelors Degree from an accredited college in civil or mechanical engineering, construction management or related field.
  • A minimum of five (5) years of increasingly responsible work experience in the field of code inspection or construction management required. Additional experience may substitute for education on a year for year basis.
  • Two years supervisory experience or completion of the City's Emerging Leadership Program within two years of hire.

Licenses, Certifications, etc.
Must possess a valid driver's license and maintain during entire course of employment.
Must possess the following certifications:
  • Uniform Dwelling Code Construction Inspector
  • Uniform Dwelling Code HVAC Inspector
  • Uniform Dwelling Code Electric Inspector
  • Uniform Dwelling Code Plumbing Inspector
  • Commercial Building Certification
Must have the ability to obtain the following:

Physical Demands:

Moderate Work: Exerting 76-100 lbs. seldom. Exerting 31-75 lbs. occasionally, and/or 0-30 lbs. frequently. Requires walking or standing to a significant degree primarily on construction sites, various land developments, and all Utility facilities which required the capabilities of moving about. Requires standing for brief periods of time requires sitting most of the time, but entails pushing and/or pulling of arm or leg controls, or requires working at a production rate pace entailing the constant pushing and/or pulling of materials even though the weight of those materials is negligible.
Work Environment:

Outside work (no effective protection from weather) is 20% of the time. Inside work is 80% of the time.
