  • Position
    Reporting to the City of South Fulton Director of Community Development & Regulatory Affairs, this position is responsible for managing the city's building inspection and permitting functions.
    MAJOR DUTIES
    • Manages the day-to-day operations of the Building Inspections Division.
    • Oversees the recruiting, selection, and professional development of staff to ensure personnel are qualified in accordance with current and future laws and codes.
    • Answers questions related to building, electrical, plumbing, HVAC and accessibility codes.
    • Reviews non-residential plans for code compliance.
    • Researches codes and attends continuing education classes.
    • Processes and files construction plans.
    • Responds to and investigates citizen complaints.
    • Conducts inspections of new buildings, additions and repairs.
    • Conducts continuing education seminars for builders and contractors.
    • Assists Director in processing division time sheets.
    • Assists Director in preparing budget requests.
    • Mediates between inspectors and contractors as needed.
    • Enforces personnel policies and procedures.
    • Communicates with contractors, attorneys, and homeowners.
    • Coordinates with City departments and state agencies as needed.
    • Testifies in court as required.
    • Performs related duties.

    KNOWLEDGE REQUIRED BY THE POSITION
    • Knowledge of building codes and ordinances.
    • Knowledge of the techniques, materials, and equipment used in building design, construction, and inspection.
    • Knowledge of the state laws, local ordinances, and construction and trades codes governing the permitting, planning, and inspection processes.
    • Knowledge of City and departmental policies and procedures.
    • Knowledge of supervisory principles and practices.
    • Skill in management and supervision.
    • Skill in analyzing and compiling technical data.
    • Skill in interpreting blueprints and maps.
    • Skill in dealing with the public.
    • Skill in oral and written communication.

    SUPERVISORY CONTROLS
    • The Director assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of departmental activities.

    GUIDELINES
    • Guidelines include Georgia State Codes, the City of South Fulton Building Ordinance, the South Fulton Zoning Ordinance, Georgia Licensing Law for Contractors, and city personnel policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops departmental guidelines.

    COMPLEXITY/SCOPE OF WORK
    • The work consists of varied technical, managerial, supervisory, and administrative duties. Strict and frequently changing regulations contribute to the complexity of the position.
    • The purpose of this position is to direct the city's building inspection functions. Successful performance helps ensure the effective enforcement of building codes, which helps ensure the safety and quality of construction in the city.

    CONTACTS
    • Contacts are typically with co-workers, other city employees, builders, general contractors, property owners, developers, attorneys, local elected officials, architects, design professionals, law enforcement officials, federal and state officials, surveyors, engineers, and the general public.
    • Contacts are typically to give and exchange information, supervise personnel, resolve problems, provide services, negotiate and settle matters, and justify decisions.

    PHYSICAL DEMANDS/ WORK ENVIRONMENT
    • The work is typically performed while intermittently sitting, standing, stooping or crouching. The employee climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
    • The work is typically performed in an office and outdoors, where the employee may be exposed to inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

    SUPERVISORY AND MANAGEMENT RESPONSIBILITY
    • This position has direct supervision over Building Inspectors.

    MINIMUM QUALIFICATIONS
    • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
    • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require seven years of related experience.
    • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
    • Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.
    • Combination of education and experience are acceptable.
