Position Summary & Responsibilities
Position Summary:
The position (K0224275) Develops, directs, monitors, and evaluates through subordinate managers the programs responsible for Maternal Child Health, Special Health Care Needs, Newborn Screening and Follow-Up, Home Visiting and Reproductive Health and Family Planning. Works collaboratively with outside partners to help promote the best outcomes of programs.
Develop and recommend legislative initiatives and bill drafts to resolve policy issues, analyze legislation, calculate fiscal impacts, write, and present testimony. Work with Admin and Policy Director to monitor and track legislation daily during session, respond to legislative inquiries and requests for information. Represent the agency at public meetings, conventions, and related functions, including public speaking.
Job Responsibilities may include but are not limited to the following: Direct the development annually of state and federal budgets, as well as available supplemental federal budgets throughout the year. Monitor expenditures by program and shift funding streams as necessary and available to meet program needs and changing workloads. Allocate staff resources within funding and recommend resource changes if budget or funding limits require. Propose and evaluate numerous contracts with other state agencies and private entities to assure funding, ancillary and support services are provided, and legal obligations met.

Qualifications
- Education :
- Bachelor's degree in Management, Family Science, General Studies , Public Health, or Population Health
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Four years of experience in planning, organizing and directing the work of a department, program or agency.
