The City of Hillsboro is currently seeking a Business Analyst to join our growing Information Services Department. The Business Analyst will play a pivotal role in bridging the gap between the city's technology and business objectives. We've completed two foundational plans focused on developing new asset management and records management programs which will improve the quality and efficiency of the services we provide to our community. We're looking for the right person to support the execution of these programs by applying their analytical skills to meet the needs of the impacted departments.

PURPOSE STATEMENT:
Under the direction of the assigned supervisor, the Business Analyst encourages innovation and continuous improvement within all city departments by documenting existing processes, identifying process flaws, translating flaws into process improvement opportunities, and merging existing processes with city defined policies and best practices; and ensures teams and individuals have the tools and training needed for the city's continuous improvement on services, processes, and outcomes.

ESSENTIAL FUNCTIONS, DUTIES, AND TASKS:
The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.

  • Facilitates resolutions to the challenges that arise from business processes that span many functional, divisional, and geographic areas of a company.
  • Creates awareness of process improvement opportunities by doing internal stakeholder analysis, competitive market scans, and strength, weakness, opportunity, and threat analysis.
  • Provides project management, technical support and implementation of systems, hardware, software, and technology processes, workflows, and procedures. Develops and implements user training.
  • Identifies current-state baselines and target performance metrics for the future state. This includes the business value associated with each process improvement project.
  • Coordinates with departments to merge existing processes with city-wide best practices and policies.
  • Manages records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
  • Conducts studies and surveys and applies human-centered design techniques to provide detailed analysis and recommendations for development support to various departments as needed.

Current / Upcoming Projects
The successful candidate for this opportunity will be leading two parallel, city-wide projects by implementing recently completed strategic plans for each program.

Asset Management
One project is focused on asset management. The team this position leads will have a limited role in performing the actual work of managing assets, but will be developing city-wide best practices, standards, and approaches which will be incorporated into the unique operational situations of our different departments through a collaborative approach with the departments involved.

Records Management
Similarly, the team will be implementing a city-wide project focused on information and records management. The same approach will be taken to develop a city-wide methodology which will then be integrated into the specific departmental operations.

JOB QUALIFICATIONS / REQUIREMENTS:

EDUCATION AND EXPERIENCE:
Bachelor's degree in Science, Engineering, Business or a closely related field; and five years of information technology experience with three years related to the area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSE(S) / CERTIFICATIONS:

  • Valid, current Driver's License and safe driving record


Preferred Certifications:

  • Certified Business Analysis Professional (CBAP)
