SUMMARY OF POSITION
Under the general direction of the Information Services Manager, or designee, the IS Business Analyst ensures city technology systems are fully aligned with departmental and user needs by; analyzing, reviewing, and validating city processes and related technology services, participating with implementation of new, upgrade, or replacement systems, enhancing the quality of technology products and services, expanding usage and knowledge of existing city applications and systems, identifying, recommending, and implementing new technology solutions, analyzing data to support city decisions, providing reports, presentations, or system dashboards from city systems, providing advanced user support and user training on city systems.

- Coordinates and supports the technical aspects of departmental information systems planning, development, and maintenance.
- Expands the use of existing City applications or systems to improve departments daily or business operations.
- Assists with the identification of business needs, desired outcomes, and process adjustments.
- Works closely with departments to enhance operational effectiveness, business improvement process and facilitating efficiencies.
- Participates on complex applications development, enhancement, and integration projects by coordinating or performing assigned technical activities such as installation and testing processes.
- Troubleshoots, researches, and resolves computer application and system performance, integrity, security, access, and other issues/problems within technical parameters.
- Coordinates complex system problems with outside vendors and/or Information Services staff.
- Compiles and processes statistical and Ad Hoc data for departments, vendors, and others; ensures that data is complete and accurate.
- Provides applications and system related training to end-users, employs a variety of software and methodologies to create instructional presentations; identifies repetitive user issues and either personally provides training or coordinates with vendors to provide more comprehensive training.
- Recommends and develops system access policies and procedures; develops and maintains system documentation and user instructions; creates and maintains system service records and resource contacts.
- Performs professional technical administrative support work involving data compilation, technical reporting and other areas as needed; creates spreadsheets, presentations, graphics, and other documents; develops complex forms and templates; implements operational dashboards using system data.
- Meets with decision makers, systems owners, and end users to define business, financial, and operations requirements as they apply to business processes and technologies.
- Maps existing business processes in order to identify opportunities for improvement.
- Prepares and delivers recommendations for improving processes and/or technologies, including defining impact and outcome criteria.
- Maintains assigned technology project's scope, tasks, goals, and deliverables to support technology needs in collaboration with the project sponsor and project manager.
- Communicates with staff regarding system deficiencies and/or enhancement goals.
- Effectively communicates and manages project expectations and status to the system managers, owners, sponsors, team members and other stakeholders in a clear and concise fashion.
- Assists in conducting research on software and hardware products to justify recommendations and to support purchasing efforts.
- Collaborates in the planning, design, development and deployment of new applications and enhancements to existing applications.
- Creates process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
- Works with City Departments to facilitate implementation and adoption of new or improved business processes related to supported technologies.
- Develops and delivers progress reports, proposals, requirements documentation and presentations.
- Analyzes system data to create comprehensive reports and dashboards to represent business insights including tasks, statuses, and accomplishments.
- Works collaboratively with other Information Services staff on related technologies and issues.
- Import, export, mapping, conversion, and testing of data systems
- Integration and automation of data exchange between multiple city systems.
OTHER JOB FUNCTIONS:
- Effectively communicate issues, analyze problems, and recommend solutions to meet standards and guidelines.
- Regularly communicates with supervisor regarding the status, issues, or outcomes of assignments and projects.
- Ensure compliance with the City's user, technology, and security policies
- Attend meetings, conferences, workshops, and training sessions; review audio-visual materials to remain current on the principles, practices and new developments of supported technologies and departments.
- Provide customer technical support over the phone, remotely, and in person.
- Review technical publications and vendor information to keep informed of current and new technologies which would improve city operations and customer service experience.
- Assist with technology specifications and budgeting of assigned and supported systems.
- Create, track and resolve issues using the Information Services work order tracking system.
- Perform other related duties as assigned.
POSITION QUALIFICATIONS
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS:
Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.
- Valid Washington State driver's license.
- ITIL Foundation Certification or higher, or ability to obtain within 12 months of employment.
