Job Summary
The City of Bellevue is taking a unique approach to Business Intelligence by building a team that directly connects Data and Analytics, Continuous Improvement and Performance Management and supports the City as a whole in their journey to be more data driven, transparent and responsive to their customers. The Business Intelligence team does this by helping the City of Bellevue answer these three questions: 1: Do we understand our business and are we doing the right work? 2: How do we do our work better and better every day? 3: Are we meeting the expectations of our customers, both internal and external to the City and are we keeping our promises. The Business Intelligence Project Manager position is responsible for leading the charge as we create our Business Intelligence culture, placing data and analytics at the forefront of decision making.
Strong Candidates will have a customer-focused approach, including coaching and mentoring co-workers at all levels. You will need to be able to work closely with management to gain trust and engagement, increase data and business literacy, and help identify opportunities for improvement. You will act as an in-house consultant working to build the Business Intelligence capacity throughout the organization including teaching data subject matter experts on the ins and outs of building interactive data reports.

Essential Duties and Responsibilities
- Provides guidance, insights and consultation throughout the City of Bellevue on data informed decision making.
- Builds enterprise level interactive reports to support the Strategic Target Areas.
- Works with city leadership to identify and prioritize data needs.
- Identify and document data life-cycle flow with an eye to reducing the duplication of efforts.
- Provide guidance, mentoring, and support to leaders in developing and implementing performance metrics within their lines of business.
- Conduct in-depth and technical analysis to support a variety of lines of business.
- Identify trends, variances, and potential areas of concern within operational and financial data.
Supervision Received and Exercised:
- Work under the general supervision of the Business Intelligence Manager
- Receives limited direct supervision and must be able to manage their work independently.
- This position will have one or more direct reports and will provide support as a lead on cross-departmental projects and teams.
Qualifications
Knowledge, Skills, and Abilities:
- Advanced data visualization skills using a modern business intelligence tool like PowerBI, Tableau or similar.
- Intermediate skill level in database querying
- Ability to translate business needs from less technical audiences into report requirements.
- Presentation and public speaking skills, will need to speak knowledge to power at a variety of levels.
- Possess a focus on service, building and delivering solutions that meet customer expectations and organizational needs.
- Effectively communicate; able to guide and advise on process, strategy and policy.
- Value listening, seeking diverse perspectives, and engaging others to challenge assumptions.
- Ability to be resourceful and orchestrate multiple activities simultaneously to accomplish goals.
- Ability to optimize work processes: Identify and create processes necessary to get work done; apply continual improvement practices to create efficient workflow.
Education, Experience, and Other Requirements
- A Bachelor's degree in a relevant field.
- Minimum of 5 years of professional experience as a business analyst or similar role.
- Continuous Improvement experience preferred.
- Experience and strong data analytic skills in gathering and analyzing data using a range of business systems and software (i.e. Microsoft PowerBI, Excel, Tableau, etc).
- Strong experience and skills with customer service, developing and providing end-user training.
- Staying current and strong with technical skills in common tools, including but not limited to Microsoft O365 including Teams, SharePoint, PowerBI, Excel, Visio, Word, PowerAutomate, Forms.
