UIC is seeking a Business Manager to join our College of Medicine, DOM Medicaid Advisory Unit. The Business Manager oversees the daily operations, manages the financial accounting activities, and provides operational and project management support for the Medicaid Advisory Unit (MAU). The UIC DOM MAU is partnering with the University of Illinois' Office of Medicaid Innovation (OMI) to provide clinical and policy expertise to the Illinois Department of Healthcare and Family Services (HFS) Medicaid program. This program will support the development of state Medicaid policy for new and emerging medical practices and will offer coordinated clinical review for broad and specific clinical programs. The program will coordinate the provision of clinician expertise to OMI and HFS to support current and future prior approval and utilization review activities. Duties may include, but are not limited to, project management, administration of budgets and related fiscal planning, invoicing, maintenance, and analysis, and assisting in proposals and financial reports.
Duties & Responsibilities:
  • Work closely with DOM MAU team members by monitoring the progress of all OMI partnership projects on an ongoing basis relative to established timelines and key milestones. Ensure delays are identified and communicated to the DOM MAU and key stakeholders.
  • Responsible for reviewing and processing invoices for external/internal clinical consultative services for OMI partnership projects and working with respective business managers from relative University Departments and the OMI Finance Department.
  • Develop a project plan for each OMI partnership project with outlined goals and objectives and provide monthly status reports for key stakeholders.
  • Monitor expenditure of funds relative to budgetary targets for each OMI partnership project on an ongoing basis. Ensure that variances are identified and communicated to appropriate personnel.
  • Initiates and develops budgets and budget justifications for clinical program requests from HFS Medicaid by forecasting expenditures (salary, % clinical effort, equipment, overhead).
  • Prepare and process all paperwork related to the finance operations. Assist with developing new self- supporting and foundation/gift funds accounts. Establish new Banner account strings as necessary.
  • Perform other related duties and participate in special projects as assigned.


Minimum Qualifications Required:

1. A. Bachelor's degree in accountancy, business administration, management, or a closely related field.

OR

B. Three (3) years (36 months) of work experience in accounting, business administration, fiscal management, or closely related experience.

OR

C. A combination of such education and/or work experience totaling three (3) years (36 months), as measured by the following conversion table or its proportional equivalent:
  • 30 semester hours equals one (1) year (12 months)
  • 60 semester hours or an Associate's Degree equals eighteen months (18 months)
  • 90 semester hours equals two (2) years (24 months)

Preferred Qualifications:
  • Bachelor's degree in Finance
  • 2-3 years experience in budgeting, financial management, and/or project management
  • Ability to work independently and exercise judgment and be able to analyze and investigate a variety of questions or problems
  • Previous experience in care coordination or utilization management in a healthcare organization
  • Experience with Asana or equivalent project management tools a plus.
