ORGANIZATION SUMMARY STATEMENT:
The Institute for Physical Science and Technology is looking to fill a Business Manager position for sponsored and DRIF account management. The Business Manager is responsible for assisting the Director of Administrative Services with day to day operations of the IPST sponsored award and related Principal Investigator DRIF account financial activities and administrative support. The Business Manager will have primary responsibility for the contract and grant administration (post award) for the projects under their supervision and serves the critical role of financial analyst for their assigned research portfolios. Responsible for using financial forecasting tools to confirm that each Principal Investigator (PI) is solvent and can meet their financial obligations for the fiscal year. In addition, working with financial forecasting tools, identify available budget surplus or budget deficits for each PI and help them plan accordingly. The Business Manager will work as a liaison to funding agencies, stakeholders outside of the University as well as the units throughout campus, including the Office of Research Administration and SPAC. This position's primary responsibility is to provide IPST's research faculty with full accounting/financial support. This includes, but is not limited to:
The position will manage approximately 40-50 sponsored award accounts and approximately 10-15 DRIF accounts.
Responsible for monthly accounting of sponsored research and DRIF accounts utilizing BA4 and Workday accounting systems. Monitoring balances, expiration dates, and reporting requirements to ensure timely submission of reports and close out of the awards as required by the sponsor.
Ensure that expenditures and activities on accounts are in compliance with campus and sponsor regulations/policies, including the areas of purchasing, personnel, and travel. Ensure adequate backing documents are provided for all activities.
Subaward Management: Request and monitor sub-contracts, to include tracking rates of spending on purchase orders. Request additional supporting documentation for transactions as needed.
Ensure payroll charged to accounts are in accordance with UMCP and sponsor policies and requirements. Maintain salary charts/projections for faculty with sponsored research to track their salary allocations throughout the year. Ensure effective method of tracking salary allocations.
Meet regularly with DAS and researchers to review the financial status and activities on awards, which will include encumbrances and projections to the end of fiscal year or award end date.
Other duties as assigned to include but not limited to provide range of administrative assistance in support of IPST when needed i.e. Arranging travel, organizing meetings, purchasing procurement, ordering business meals/refreshments, and coordinating logistics for conferences, events, workshops and seminars.

PREFERENCES:
Possess analytical skills to review expenditures and revenues and prepare financial expenditure forecasts.
Proficient in organizing and executing multiple assignments under specific time constraints.
Familiarity with budget projections and post award administration.
Familiarity with federal regulations including Uniform Guidance and the FARs.
Ability to handle multiple, sometimes competing priorities, and provide excellent outcomes within required time frames.
Proven analytical skills, proactive solution orientation, as well as the ability to be responsive to the needs of PI's and Research Faculty.
Grant management experience in an academic environment.
Knowledge of University of Maryland policies and procedures in the areas of travel, personnel, and purchasing.
Experience with Kuali, Workday and Priority software systems.
Demonstrated attention to detail and proactive work style.

Minimum Qualifications
Education: Bachelor's degree from an accredited college or university.

Experience: Three (3) years of professional human resources, payroll, finance, accounting, procurement, or travel coordination experience.

Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances.
Skill in oral and written communication.
Skill in the use of Microsoft Office products.
Ability to multi-task and prioritize assignments.
Ability to interpret and apply policies, procedures, regulations, and laws.
