The Virginia Department of Transportation's (VDOTs) Information Technology Division (ITD) is excited to announce an opportunity to serve as a Business Manager. This position is located in Richmond, Virginia.

This position provides oversight and management of teams responsible for the administrative and business management functions for VDOT's Information Technology Division including budget, fiscal, and procurement. This position's focus is on managing budget and expenditures for all ITD technology purchases and services which covers all VDOT Central Office Divisions and Districts. This position also supervises a team that is responsible for agency-wide ITD procurements ensuring all VITA technology procurement laws set forth by the General Assembly are followed as well as all VDOT and state procurement requirements are met. This position will manage monthly receipt and reconciliation of all ITD bills including Districts and Central Office technology purchases and services. This includes resolving VITA billing discrepancies and completing reconciliation, reporting results to management within 30 days of bill receipt. This position also manages invoice processing and payments and small purchase the credit card for IT Division as the sole authorized user.

Core Responsibilities:

Budget Development

Lead the budget development process for assigned work unit. Review budgets, monitor expenditures, reconcile data, prepare reports and make recommendations. Ensure adherence to schedules, budgets and quality control standards.

Oversee and Direct Administrative functions

Participate in the development of strategic planning. Implement programs and procedures to promote and achieve business goals and objectives. Prioritize and assign work and resources. Recommend staffing levels. Determine need for outsourcing and overtime. Oversee and provide for effective working relationships and promote staff development.

Coordination of Administrative Functions

Serve as a liaison with VDOT divisions or districts, federal government, state agencies, local governments and with the private sector to address policies and procedures to achieve program goals, objectives and deadlines. Develop and propose new policies and procedures based on review of activities and operations. Seek opportunities to increase production and achieve cost saving results. Represent VDOT on internal and external committees. Represent management's position, goals and objectives in his or her absence.

Oversee Administrative functions

Complete assignments through research and sound decision making prior to implementation. Interpret state and federal laws, rules, policies and procedures. Evaluate programs and implement changes and procedures as necessary. Provide technical guidance to staff and monitor adherence to approved practices and procedures through coordination and consultation.

Requirements:

  • Ability to interpret and apply VDOT and the Commonwealth's policies and procedures to ensure compliance.
  • Ability to work with a large staff, including motivating diverse stakeholders and building relationships.
  • Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development.
  • Knowledge of business administration principles and practices.
  • Ability to gather and analyze data and prepare technical reports.
  • Skill in the use of computers and software applications to include MS Office and Cardinal.
  • Skill in developing, administering and managing budgets, spreadsheets and financial management systems.
  • Ability to communicate effectively orally and in writing with diverse audiences, to deliver presentations and conduct meetings.
  • Knowledge of accounting principles and practices.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Ability to interpret and apply procurement policies, procedures and SWAM.


Minimum Qualifications

  • Ability to gather, analyze data and prepare technical reports.
  • Experience developing, administering and managing budgets, spreadsheets and financial management systems.
  • Skill in the use of computers and software applications to include automated financial systems.
  • Skill in providing, promoting good customer service to customers.
  • Experience applying supervisory, human resources practices and principles to include hiring, discipline, performance management, and employee development.
  • Knowledge of general business management practices.
  • Ability to communicate orally and in writing with large and diverse audiences, to deliver presentations and conduct meetings.
  • Ability to interpret, apply related federal, state and agency policies, procedures, ensuring compliance from stakeholders.


Additional Considerations

  • Experience related to procurement practices, policies and procedures to include SWAM.
  • A combination of training, experience, or education in Business Administration, Finance, Public Administration or related field desired.
  • Knowledge of MS Office and Cardinal.
  • Progressively responsible administrative experience to include developing, administering and managing budgets, spreadsheets and financial management systems. Knowledge and experience of procurement practices and procedures.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
