The Office of the Undersecretary of Defense for Personnel and Readiness (OUSD P&R) is seeking a highly skilled and experienced Senior HR Specialist to join our Management Support Office. The incumbent will play a pivotal role in leading a functionally diverse office that oversees Component-wide Support Services including Senior Executive Management, Human Capital, IT Services Development/Oversight, Security, and Facility Management. The position will serve as a key adviser to senior executives, ensuring efficient and effective personnel and administrative operations.

Bachelor's degree in human resources, Business Administration, Public Administration, or a related field. Master's degree preferred, 9 years' work experience, master's and 7 years' work experience. An additional 4+ years of experience may be considered in lieu of a degree.

The position will serve as a key adviser to senior executives, ensuring efficient and effective personnel and administrative operations.
Key Responsibilities:
- Work with leadership to support the mission, vision, direction, and objectives in a team of up federal and contractor staff.
- Support all aspects of personnel onboarding, business operations, administrative services, and special projects.
- Serve as the trusted agent and first-line adviser on complex personnel resourcing and business operation issues.
- Develop and maintain smooth and efficient administrative processes.
- Support Continuity of Operations Program (COOP) to ensure the office's operational readiness in emergency situations.
- Operate in accordance with Section 508 Compliance, ensuring all electronic and information technology is accessible to individuals with disabilities.
- Development and support IT services, ensuring alignment with organizational goals and objectives.
- Manage information security and ensuring compliance with relevant regulations.
- Work in accordance with security protocols to protect sensitive information and physical assets.
Qualifications:

Experience:
- Minimum of 9 years of progressive experience in human resources, personnel management, or a related field.
- Demonstrated experience in leading and managing teams.
- Experience in providing executive-level support and advising senior leaders on complex issues.
- Previous Pentagon or Military experience.
- Previous Military Communications and operations.
- Experience within DoD / operations, with a focus on process improvement and operational readiness.
- Strong understanding of DoD regulations, policies, and compliance requirements.
- Proven track record in leading organizational change and implementing process improvements within a DoD setting.
- Must be a US Citizen with an active Secret clearance or the ability to obtain one.
- Excellent communication skills with experience in preparing and presenting briefings to senior DoD officials.
- Ability to perform complex analyses and provide innovative solutions to ensure the advancement of DoD readiness objectives.
- Strong leadership and team management skills.
- Excellent communication and interpersonal skills.
- Proven ability to develop and implement strategic plans and initiatives.
- Strong problem-solving and decision-making capabilities.
- Proficiency in HRIS and other relevant HR and administrative software.
- Knowledge of federal HR regulations and best practices.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Certification in Human Resources.
- Experience working in a federal or military environment.
