JT4, LLC China Lake is seeking a Buyer who will be responsible for managing the procurement process, ensuring timely and cost-effective purchases. This role requires excellent communication skills, and the ability to work collaboratively with internal and external customers.

JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapon's systems and aircrews for today's missions and tomorrow's global challenges.

**This position is located at China Lake and is not eligible for telework**

**An ideal candidate will have an active Secret clearance**

JOB SUMMARY -- ESSENTIAL FUNCTIONS/DUTIES

A Buyer purchases commonly used commercial off-the-shelf (COTS) materials, supplies, equipment, and services (e.g., utilities, maintenance, and repair). Transactions usually involve local retailers, wholesalers, jobbers, and manufacturer sales representatives. Quantities purchased are large amounts and/or high dollar values (e.g., those available from local sources) at the most favorable price consistent with quality, quantity, specification requirements, and other factors.

Buyer will be responsible for the following functions/duties:
  • Perform Cradle to Grave procurement (purchase requisition assignment to closeout).
  • Solicit bids, analyze quotations received, and select or recommend suppliers to internal customers.
  • May interview prospective vendors necessary to fulfill typical business needs.
  • Expedite delivery and visit vendors' offices and plants in order to maintain vendor and client partnership.
  • Establish and maintain effective relationships with all internal and external customers.
  • Recommend and suggest department cost savings through effective negotiations with assigned vendors, by leveraging bid solicitations through volume discounts and other sourcing techniques and strategies.
  • Perform electronic filing of purchase orders.
  • Perform other job-related duties as required.

DESIRED QUALIFICATIONS
  • Previous government purchasing experience within a prime contract

REQUIREMENTS -- EDUCATION, TECHNICAL, AND WORK EXPERIENCE

A Bachelor's degree in Business Administration is preferred, or equivalent combination of formal training and experience are required.

In addition, the Buyer must possess the following qualifications:
  • Department of Defense (DoD) experience within a prime contract.
  • Knowledge of common business, industrial, and trade practices with respect to sales, prices, cost comparisons, discounts, deliveries, stocks, and shipments of varied items purchased.
  • Knowledge of commercial supply sources such as sales literature and sales representatives.
  • Proficient understanding and knowledge of the Federal Acquisition Regulation (FAR) in order to comply with governmental policy and procedure.
  • Skill and ability to interact with suppliers professionally to ensure adequate and timely response to purchasing needs and to ensure the lowest possible price is obtained.
  • Familiar with government purchasing systems, Microsoft Office tools, databases, email, and the Internet.
  • Effective verbal and written communications skills.
  • Planning/organizational skills.

SALARY RANGES:

The expected pay range for this position is $68,640.00 to $94,192.58 annually.

The salary range offered for this position is a good faith description of the expected salary range this role will pay. JT4 LLC considers factors such as (but not limited to) responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

WORKING CONDITIONS

Work is primarily sedentary in an office environment. Some walking, stooping, bending, climbing stairs, stretching and lifting (up to 25 pounds) is required for such purposes as filing and gathering supplies. Frequent use of a computer is required.

Travel to remote company work locations may be required.
