The Prince George's County Police Department is currently seeking highly qualified applicants to fill a Buyer III (Procurement Officer 3P), grade P24, in the Fiscal Management Division.About the Position:This is a senior level professional buyer position responsible for the purchase of a variety of materials, supplies, services, and equipment for the Police Department. This work involves the exercise of independent judgment and initiative as well as a good working knowledge of purchasing practices and principles.

Examples of Work

  • Coordinates bid preparations, solicitations, awards, and contract extensions with internal customers. The incumbent may obtain written concurrence on actions taken as required.
  • Provides recommendations for contract award in accordance with procurement law, regulations, procedures, and solicitation requirements.
  • Initiates and follows through on procurement actions in a manner that will facilitate completion of services within a required timeframe.
  • Acts as the departmental liaison communicating and negotiating with external customers and contractors to resolve contract disputes and contract enforcement issues.
  • Processes approved CIP requisitions and change orders; maintains an average requisition turn-around time consistent with production goals.
  • Monitors contracts to ensure no lapse extension requests and amendments are processed timely so there is no contract lapse.
  • Reviews and/or develops appropriate written determinations ensuring they are accurate, concise, and consistent with applicable legal guidelines and policies.
  • Resolves contractor performance and dispute issues in the best interest of the County and drafts performance correspondence to vendor when found out of compliance.
  • Manages the approval process for all contracts; addresses contract project issues with project manager by attending FOM meetings; acts as liaison between contractor and project manager
  • Assists internal customers with the development of specifications, and expediting of procurement transactions, as required.
  • Advises internal customers of procurement laws, regulations, and develops optional courses of action to facilitate meeting customer objectives.
  • Promptly reviews and responds to general inquiries and complaints from vendors/contractors on procurement matters.
  • Provides timely written or oral responses as required.
  • Performs tasks and duties willingly and cooperatively which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

Qualifications

  • Bachelor's degree from an accredited college or university with major course work in Business Administration, Marketing, Economics, Retailing and Distribution or related field.
  • Three (3) years of experience in technical procurement work, including considerable experience with automated procurement processing systems.
An equivalent combination of education and professional purchasing experience may also be considered.

General Plan Information:
The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
