The Capital Asset Accounting Supervisor is the expert on the nuanced but exciting area of governmental accounting dealing with tangible and intangible capital assets and associated debt. They provide leadership to the team of 8 accountants and other financial professionals who work together, with county agencies, and with the Public Finance Office to record the county's leases, subscriptions, debt, and asset activity. The County has a broad portfolio of assets including traditional tangible assets like buildings and equipment and extending to more novel intangible assets like leases, patents and regulatory assets. Accounting for these activities requires maintaining collaborative relationships with agencies who conduct the 60+ lines of business across the government, expertise in the rules of accounting for capital assets in governments, and working closely with other accounting units in Financial Management that lead preparation of the Annual Comprehensive Financial Report. Additionally, the supervisor develops policies and procedures, writes legislation, and develops and implement training.

Position Information:
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD's Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
Minimum Qualifications:
- Experience leading, supervising and coaching employees to work to their full potential and capabilities
- Exposure as a financial statement preparer or auditor to asset accounting concepts including historical cost, estimated useful life, depreciation and amortization, impairment, asset retirement obligations, tax-exempt and taxable municipal bond concepts (issuance, refunding, tender offers, retirement), and present value of future cash flows.
- Ability to interpret and explain laws, instructions, accounting pronouncements, and County objectives and policies to broad audiences.
- Ability to think strategically and be analytical when understanding problems and anticipating potential issues while seeing the big picture.
- Ability to lead, encourage and support continuous improvement efforts within the unit.
- Strong communication, interpersonal, writing and customer service skills
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Ability to work with people from diverse backgrounds.
We would love it if you have:
- Master's degree in accounting or related field, Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Public Finance Officer (CPFO), Certified Government Finance Manager (CGFM), or other related degree or certification
- Experience as a financial statement preparer under generally accepted accounting principles for states and local governments in the United States (GAAP)
- Prior experience writing and implementing laws, administrative rules, and/or policies
- Experience with LEAN processes and principles including experience using data and metrics to drive decision making; use of advanced data analysis tools like SQL, Python, PowerBI, Tableau or other similar tools a plus
- Advanced knowledge of Microsoft Excel and/or Google Sheets to include scripting and development of custom formulas
- Experience with SharePoint, MS Teams and other collaborative online tools

Position Information:
- Work Site Details: The work associated with this position will primarily be hybrid with 2 assigned days in office per week. In office requirements may change as required by King County business needs and for meetings/events.
- Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to in-office reporting requirements.
- Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. Multi-day vacation restrictions are in effect and Saturday work is required from mid-February to mid-April annually to support production of the financial statements.
