Description
GENERAL PURPOSE: Under general supervision, develops, plans, executes, manages, and documents projects in the City's Capital Improvements Program; coordinates the implementation of the City's Five-Year Capital Improvements Plan and monetary applications related to Capital Improvements.

Minimum Qualifications
Special Requirements: Must possess or obtain a Texas Certified Floodplain Manager certification and Texas Certified Public Manager Program certification within two years of hire.

TMRS is a qualified tax deferred retirement plan under Section 401 of the IRS. Seven percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the city provides 2-to-1 matching contributions.

- Oversees the operations and functions of the City's Capital Improvement Plan; collaborates with department directors and City management for the development and execution of Capital Improvement projects from conception to project close and monitors warranty period following project completion.
- Coordinates with the Finance department for program and project planning, budgeting, preparation, monitoring, and work completion verification; manages the bid process for projects and contracts; coordinates meetings, communications, and problem resolution for project goals and completion.
- Supervises and manages Public Works Department projects; assists civil engineers and construction inspectors through project development and completion; coordinates and directs multi-discipline and multi-departmental teams in relation to project management; serves as the City liaison to other state government agencies.
- Develops and delivers content for City Council presentation; prepares project status reports, financial reports, and other reports as required; participates in the creation and development of variety of projects, ordinances, plans, and policies; leads the selection committee in preparing in reviewing RFQ and RFP's to select project consultants and contractors.
- Coordinates and manages construction inspectors for CIP projects; assists the City Engineer in the development of short and long-range goals; provides direction to departmental staff in the absence of the City Engineer; prepares agreements, equipment, and supply specifications and authorizes requisitions for materials and supplies.
- Performs other duties as assigned.

Minimum Qualifications
- Possess a valid driver's license.
- Bachelor's degree in business, project management, public administration, or related field
- Five years experience in construction project management, project budget management, or engineering-related years experience in construction project management, project budget management, or engineering-related years experience in construction project management, project budget management, or engineering-related fields.
Special Requirements: Must possess or obtain a Texas Certified Floodplain Manager certification and Texas Certified Public Manager Program certification within two years of hire.
