WHO WE ARE LOOKING FOR
The Division of Transportation Engineering is currently recruiting Capital Projects Managers. There are currently one (1 vacancy). The successful candidate will have experience in planning, engineering and constructing Montgomery County's infrastructures.

The Capital Projects Manager is responsible for the design and construction of transportation infrastructure projects from pedestrian and bike facilities, roadways, intersections, drainage, and transit improvements. The Capital Projects Manager is also involved in the completion of construction and as-build plan approval.

The employee will manage medium to larger size complex capital improvement projects while working with a multi-discipline planning, design and construction team including staff from other divisions within MCDOT and across other departments. Projects will be delivered through the design-bid-build method as well as alternative delivery methods including but not limited to Construction Manager at Risk (CMAR), Progressive Design Build (PDB). Duties include managing consultant contractors and construction contractors including managing scope, schedule, and budget as well as reviewing technical submittals. Ensure Capital Improvement Program (CIP) projects are delivered with an assigned schedule and budget through effective planning and problem-solving techniques.
The employee will prepare for and provide presentations to the public. The employee will work collaboratively with regulatory agencies, local jurisdictions and the public. The position also requires providing good customer service through social media, emails, letters, project meetings and public meetings.

This job requires employee to communicate with both the public and public officials. Employee must have strong interpersonal skills to communicate and work with residents, elected officials, other government agencies and transportation professionals.

What You'll Be Doing
Employee will be responsible for all aspects of project management related to the design and construction of major County Capital Improvement Program (CIP) transportation projects. Duties include the control of the schedule, budget, and quality of multiple projects and interaction with project stakeholders to successfully complete projects.

Other duties include, but are not limited to:
  • Managing engineering consultants and construction contractors during the design and construction phases of a transportation project.
  • Perform Constructability reviews at project milestones.
  • Prepare Construction Cost Estimates.
  • Review Construction Schedules.
  • Perform QA/QC review of engineering design plans, construction cost estimate, and special provisions for technical requirement and compliance with applicable local, state and national codes and standards
  • Responsibilities also include development, negotiation and administration of scope of work, schedule and budget for task orders for the procurement of professional engineering services for a variety of transportation projects.
  • Able to communicate well both verbally and in writing and be able to present information both formally and informally in a public setting to groups of citizens, to personnel of other County departments or state agencies.

Minimum Qualifications
Experience: Five (5) years of professional experience in design/construction project management, contract administration and quality control.

Education: Graduation from an accredited college or university with a Bachelor's degree in Architecture, Civil/Structural Engineering, Construction Management or a related field.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria, Interview Preferences

  • Experience ensuring accomplishment of final project delivery through design-bid-build or alternative delivery methods (CMAR, PDB, etc).
  • Experience performing constructability reviews and taking action to resolve issues which impede accomplishment of project schedules.
  • Experience managing Construction Contractors.
  • Experience in coordinating with Federal, State and local agencies to deliver transportation design projects.
  • Experience in developing construction schedules and budgets.
  • Experience in presenting and responding, both orally and in writing, to elected officials, regulatory review agencies, community groups, business community members, and individuals.
