General Statement of Duties
Manages and leads capital projects from inception to completion and performs difficult and advanced engineering and/or architectural work; does related work as required.
Closing Date: This position closes on Monday, March 10, 2025.
Essential Duties
Extensive knowledge of the principles and practices of either engineering or architecture as relates to the capital improvement project at hand; ability to work independently; ability to plan projects and to prepare related designs, estimates and specifications; ability to perform research and skill in organizing technical material in good report form; [some positions require] the ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems; ability to express self clearly and concisely, orally and in writing; ability to establish and maintain effective working relationships with employees, consultants, contractors, and the general public; ability to render timely, competent, professional architectural and/or engineering decisions.
Minimum Qualifications
Possession of a bachelor's degree in architecture or a related engineering field and five (5) years of related professional engineering or architectural experience in OR facility planning, design and construction (depending upon the duties of the position to which assigned); OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Additional Information
Some positions may require either licensure as a Professional Engineer (PE) or Architect in the Commonwealth of Virginia.
This positon also:
1. Coordinates Plan of Development (POD) master plan submittals between County and consultants.
2. Advises Planning Department for Recreation and Parks Open Space Plan component of the County's Comprehensive Plan document.
3. Evaluates land for potential acquisition for parks
A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

- Provide all necessary planning services to lead and guide the development and redevelopment of Henrico County's Park system.
- Planning services may also be utilized to support other local government or HCPS projects.
- Experience with private/public partnerships, bond, capital, and grant projects.
- Experience with a significant capital improvement program similar to the Divisions of Recreations & Parks and ability to provide project cost estimates to support all park development.
- Manages the section which leads and guides the development of the park system.
- Requires strong planning and design skills involved with master planning, design development, construction oversight, and special projects.
- Ability to organize and manage community meetings, provide project planning, understand required permitting (federal, state, and local), and execute design efforts.
- Prefer a Senior Licensed Landscape Architect, Licensed Architect or Civil Engineer.
- Ability to manage small to medium sized projects in their entirety.
