Summary:
Goldschmitt and Associates is seeking an experienced Capture Manager to lead and drive the business development lifecycle for federal contracting opportunities. The Capture Manager will be responsible for identifying, shaping, and positioning the company for strategic bids, focusing on full and open competitions, large contract vehicles, and high-value task orders. This role requires a strong background in federal contracting, capture planning, competitive intelligence, and customer engagement.

Summary:
Goldschmitt and Associates is seeking an experienced Capture Manager to lead and drive the business development lifecycle for federal contracting opportunities. The Capture Manager will be responsible for identifying, shaping, and positioning the company for strategic bids, focusing on full and open competitions, large contract vehicles, and high-value task orders. This role requires a strong background in federal contracting, capture planning, competitive intelligence, and customer engagement.
Job Duties and Responsibilities:
- Capture Strategy & Pipeline Development
- Lead the capture process for high-value, strategic federal contracts ($50M+ total value).
- Develop and execute capture plans for opportunities identified in the company's BD pipeline.
- Work closely with the VP of BD, Director of Proposals, and SMEs to shape requirements and build competitive solutions.
- Conduct market research and competitive analysis (Black Hat Reviews, SWOT, Price-to-Win analysis).
- Drive the bid/no-bid process, providing data-driven recommendations.
- Customer & Stakeholder Engagement
- Build and maintain relationships with government customers, contracting officers, and industry partners.
- Engage early in the acquisition process to influence RFP requirements and positioning.
- Represent Goldschmitt and Associates at industry events, conferences, and networking engagements.
- Teaming & Partnering
- Identify, vet, and negotiate with subcontractors and teaming partners.
- Establish Teaming Agreements (TAs), and NDAs.
- Lead strategic mentor-protg and JV development as needed.
- Proposal Strategy & Development Support
- Work closely with the Proposal Manager to develop win themes, proposal strategies, and compliance approaches.
- Ensure proper alignment between capture efforts and proposal execution.
- Contribute to proposal content, including executive summaries, management approaches, and past performance.
- Financial & Pricing Strategy
- Collaborate with the Pricing Team to develop competitive pricing models and cost strategies.
- Leverage market intelligence to ensure Goldschmitt remains cost-competitive in bids.
- Other duties as assigned
Necessary Skills and Knowledge:
- Ability to develop competitive pricing strategies, teaming agreements, and bid strategies.
- Strong ability to lead cross-functional teams, including BD, Proposal, SMEs, and Pricing.
- Excellent written and verbal communication skills to influence internal and external stakeholders.
Minimum Qualifications:
- 5-10+ years of experience in support of the federal customer, at least 5 years' experience in a direct business development and capture management role
- Possess an active Secret clearance or the ability to obtain a Secret clearance
- Bachelor's degree in Business, Government, Engineering, or related field
- The ability and willingness to commute to the Goldschmitt and Associates office in Sterling, Virginia occasionally as well as travel up to 25%
- Strong understanding of government contracting (FAR, DFARS, IDIQs, MACs, GWACs, and full & open competitions).
- Proven track record of leading and winning federal captures valued at $50M+.
- Experience working with federal agencies such as DoD, VA, DHS, GSA, or civilian agencies.
Preferred Qualifications:
- Master's degree in Business, Government, Engineering, or related field
- APMP, Shipley, or PMP certification preferred
- Experience in IT services and solutions and general management consulting services
- Demonstration of hands-on capture management experience for a Small Business including conducting analysis of opportunities and development of winning strategies
