Summary

The Buyer II performs a wide range of sourcing and procurement responsibilities including: managing the sourcing and procurement of services; developing and administering contracts and amendments; leading sourcing moderate to complex initiatives; managing supplier and internal stakeholder relationships; responding to supplier inquiries; training internal clients on procurement and sourcing processes and services; and controlling documentation and transactions to meet Company, Audit, and SOX standards. This individual is also responsible for participating on and leading internal process improvement teams and cross functional initiatives, as required.

Key Roles & Responsibilities

Directly or through others, the incumbent:
  • Performs all essential functions and aspects of the job including any other specific job requirements
  • Manage sourcing and procurement transactions related to the acquisition of equipment, materials, goods, supplies, and services of moderate to complex nature
  • Manage supplier sourcing process for the acquisition of products and services for Tier 1 and Tier 2 These responsibilities include development of, Requests for Information Request for Proposals, pre-bid conferences, response evaluation and scoring, and supplier negotiations
  • Lead contract development and execution process for agreements of moderate to complexity nature, including: terms and conditions, performance measures, insurance requirements, and managing appropriate internal stakeholder reviews for contract execution, such as business owners, Legal, Internal Audit, and SOX compliance
  • Support more senior team members on complex sourcing initiatives
  • Perform moderate and sometimes complex sourcing initiatives
  • Track upcoming contract expirations and communicate status to contract owners and take required actions prior to contracts expiring
  • Create Category Strategies for assigned categories, in addition to cost analysis within categories amongst suppliers.
  • Manage contract compliance processes (pricing, insurance coverage, etc.).
  • Serve as Contract Administrator for Tier 1 and Tier 2 suppliers Review and respond to open supplier inquiries and ensure timely responses are provided
  • Develop relationships with internal stakeholders, contract owners, and Tier 1 Suppliers
  • Manage filing of purchase order and contract file documentation in Sourcing's designated system according to documentation standards
  • Review/audit purchase order and contract files to ensure documentation is accurate and complete
  • Participate in and lead to process standardization and reengineering efforts in order to deliver high quality, efficient, and cost effective solutions
  • Review procurement system buyer activities on a weekly basis, take required actions to meet audit requirements
  • Lead standardization and documentation of processes and procedures as part of team's process improvement effort
  • Support and promote Oncor's supplier diversity program
  • Incorporate safety into daily work ethic and buying decision process
  • Develop and maintain product, industry, and market knowledge
  • Train less senior and/or less experienced team members, contributing to departmental knowledge transfer and success.
  • Understand more complex agreement concepts such as unit or item creation, unit or item negotiation, Economic Cost Adjustment calculations (ECAs). product price adjustments
  • Any other duty as assigned.

Education
  • High School Diploma, GED, or equivalent is required
  • Applicants with an Associate or Bachelor Degree Business, Supply Chain, or related field of study are encouraged to apply

Experience
  • Minimum of 4 years of related experience is preferred
  • Experience with continuous improvement tools and/or Lean Six Sigma, preferred

  • General business knowledge, strong written and oral communication, advanced Microsoft office capabilities, ability to work with and manage confidential information, ability to multi-task and work in a team environment, demonstrates Oncor core values including ethical conduct, intensity, respect, excellence and innovation.

  • Contract file is maintained and all requirements are up to date
  • Reports are published on schedule
  • Responsive to internal and external stakeholders
  • Analytical data is published to effectively contribute to successful sourcing & procurement initiatives
  • Supports Oncor in logistics role during major storm events
