General Description

The City of Madison is seeking a strong and collaborative leader to direct the strategic, operational, and financial functions of the Community Development Authority (CDA). The successful applicant will have the opportunity to participate in the strategic repositioning and redevelopment of the CDA's housing portfolio, and to contribute to housing creation in a rapidly growing city committed to providing affordable housing and housing choices to all.

The CDA is a division of the Department of Planning & Community & Economic Development Department (DPCED) and encompasses management, administration, and modernization of a federally subsidized Housing Choice Voucher Program, a Public Housing Program, a Redevelopment Authority, and a diverse and growing real estate portfolio.

As head of the CDA Housing Operations Division, the Director will be responsible for managing housing programs, implementing policy, developing and managing the budget, program compliance and reporting, managing staff and ensuring service excellence, and real estate development activities. This position will serve as Deputy Director of the CDA, and work with a high degree of independence under the leadership of the Director of DPCED/CDA Executive Director, and may have a direct reporting relationship to the Mayor or their designee.

Employment will be subject to a five (5) year employment contract negotiated by the Mayor and approved by the Common Council and a term of the contract requires residency in the City of Madison.

Examples of Duties and Responsibilities

Plan, organize, direct, and evaluate the programs and operations of the CDA
  • Develop and implement short- and long-term strategic plans aligned with the CDA's mission and vision.
  • Oversee CDA operations, ensuring compliance with regulations and effective program delivery.
  • Develop and manage federal program budgets, as well as oversee the submission of federal grant applications.
  • Develop and implement policies, programs, and grant applications.
  • Oversee staff activities and ensure compliance with regulations.
  • Maintain knowledge of the U.S. Department of Housing and Urban Development (HUD) rules and regulations in order to develop local policy changes.
  • Coordinate with stakeholders and ensure effective program delivery.
  • Analyze program performance and identify opportunities for improvement.
  • Serve as Deputy Director of the CDA.

Manage the operations and redevelopment of CDA properties
  • Oversee the management and maintenance of CDA owned properties.
  • Develop and implement long-term maintenance and redevelopment plans for CDA owned properties.
  • Develop and manage real estate portfolio and property level finances.
  • Coordinate with and obtain approvals from HUD, other government entities, and City agencies for the redevelopment of CDA properties.
  • Serve on project development teams for redeveloping CDA properties, including land planning, construction, and financial planning.
  • Build and maintain relationships with funding sources including tax credit investors, lenders, and federal agencies.
  • Support on-site resident engagement and maintain neighborhood-level relationships with community members.

Manage staff
  • Select, train, coach, lead and discipline staff.
  • Provide general leadership to staff, provide consultation and advice on more complex and judgmental aspects of the work, and participate in the full range of employee relations.
  • Plan, organize, assign, monitor, and evaluate diverse housing programs, staff resources and service delivery.
  • Support managers in the review of work assignments, requirements, and review work product for completeness and accuracy.
  • Ensure compliance with personnel, labor relations, and Affirmative Action and Equal Employment Opportunity policies throughout housing operations.

Advise and communicate about CDA and Public Housing
  • Provide advice, counsel, staff services, program, and financial status reports to the Community Development Authority Board, Common Council, other Boards and Committees, the Mayor, other Departments and Divisions, outside agencies and neighborhood/community groups.
  • Maintain effective working relationships with funders, the federal government, public, local media, professional groups, and elected representatives, and respond to residents and clients.
  • Make public presentations and share information on housing issues, plans, and accomplishments with neighborhood/community groups, property owners, and CDA residents.
Develop, present, and monitor operating and capital budgets.

Advance core City values around inclusivity, equity and sustainability through CDA activities.

Perform related work as required.
Minimum Qualifications

  • Five (5) years of responsible, federally assisted housing experience (including directly related housing program administration, housing development, and/or housing management) with at least two (2) years of supervisory experience in this capacity. AND
  • Bachelor's Degree in public administration, business, or a related field.

  • A Master's degree in public administration, business or related field may be substituted for two (2) the five (5) years of the experience requirement, but not the supervisory experience.

OR

Four (4) years of experience in applying the following:
  • Housing operations management principles and practices applicable to multi-site assisted housing programs.
  • Federal, state and local laws, regulations, policies and practices related to the operations of housing programs (to include assisted housing management and the administration of rental assistance programs).
Two (2) years of experience in applying the following:
  • Full range of supervisory principles and practices, labor relations and personnel management.
  • Budgeting and program administration principles and practices.
  • Housing development and maintenance criteria.
  • Computer software applicable to the duties of the position.

Special Requirements

  • Ability to meet the transportation requirements of the position.
  • Certification as a Public Housing Manager or ability to obtain the certification within six (6) months of appointment. Failure to obtain this certification within the probation/trial period will result in the employee not passing probation/trial period, absent extenuating circumstances.
  • The employee will be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends.

Physical Requirements:
Employees in this position will be expected to visit the various public housing facilities in the City. Otherwise, work is performed in an office environment with flexible desk height and using standard office equipment such as computer, telephone, and copier.

Vacation is earned upon starting employment and can be used immediately. The vacation allotment for a Department/Division Head is negotiable.

Employees earn 3.5 personal days in addition to vacation.

Employees receive eight official paid holidays (New Year's Day, Martin Luther King, Jr. Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, Christmas Day), as well as 3 paid leave days (the Friday after Thanksgiving, Christmas Eve, New Year's Eve).

Employees also earn 13 sick days annually that may accrue to a total of 150 days.

The CDA Housing Director is responsible for the long-term visionary and short-term operational priorities of CDA including programs that manage and administer 1700 housing choice vouchers, 742 public housing units, 115 HUD multifamily housing units, and numerous Section 42 tax credit developments. The CDA Housing Director must work closely with other City agencies, HUD representatives, WHEDA, program participants, development partners, and a highly qualified staff.
