JOB SUMMARY:
The CAO leads the Teaching and Learning Department, serves as the district's overall instructional leader, provides oversight of the district's academic services, and ensures accountability for the academic performance of all schools. The CAO is the moving force behind the educational performance of the district; provides leadership, vision, and strategic direction for the district's curriculum, instruction, assessment, and school improvement initiatives; oversees the professional development of all principals and teachers; and supervises the academic management of the schools. The CAO also provides leadership for district strategic planning and the school improvement process. The responsibility of this position includes participation in the Superintendent's Core Team and attendance at the meetings of the Board of Education. The CAO must have a strong understanding and commitment to systems thinking and processes.
QUALIFICATIONS:
1. Possess a valid Michigan School Administrator Certificate and an advanced degree from an accredited institution emphasizing curriculum, instruction, and school leadership.
2. Minimum of five years of building administration and/or central office experience, including direct experience in curriculum, instruction, assessment, research, and evaluation.
3. Demonstrated ability to provide leadership that results in teamwork and collaborative working relationships.
4. Demonstrated knowledge of assessment and its relationship to curriculum and instruction.
5. Demonstrated leadership in communicating a clear vision and working cooperatively with colleagues to attain that vision.
6. Excellent written and verbal communication skills.
7. Ability to manage many projects simultaneously.
8. Experience in supervising and evaluating employees.
9. Knowledge and experience with the school improvement process.
10. Understanding technology and its application to instructional programs of the school district.
11. Understanding of systems processes and how to implement them.
PERFORMANCE RESPONSIBILITIES:
1. Provides vision and strategic direction for the district's curriculum, instruction, assessment, and school improvement initiatives aligned with long-term strategies to improve student achievement and narrow achievement gaps.
2. Oversees a professional development program for teachers and principals.
3. Provides support and fosters a culture that motivates teachers and administrators to perform at the level of excellence necessary to improve student achievement and narrow achievement and opportunity gaps.
4. Directs the operation, planning, development, improvement, and administration of all assigned programs in support of the district's mission to provide outstanding opportunities for academic achievement for all students.
5. Ensures that Teaching and Learning Department programs coordinate efforts to provide efficient and effective delivery of educational services.
6. Understands the Board policies, communicates guidelines inherent in those policies, and oversees the implementation of the policies.
7. Oversees the development, implementation, and monitoring of all Teaching and Learning Department strategic objectives of the District's Dynamic Plan.
8. Implements a comprehensive Multi-tiered Systems of Support (MTSS) framework that supports all students' academic, behavioral, and social-emotional growth.
9. Conducts staff meetings, as needed, to interpret changes in Board policy or administrative procedures, discuss developments, and evaluate education trends as they pertain to the areas of assigned responsibility.
10. Oversees the development, implementation, and monitoring of the long-range instructional goals of the district to improve instructional outcomes, as measured by state and national standards, as well as locally developed common assessments.
11. Promotes articulation of programs and services among elementary, middle, high school, and adult education programs and with institutions of higher education.
12. Serves as the Board of Education Student Performance and Achievement (SPA) committee co-chair.
13. Supports the development of dynamic and intentional diversity, equity, and inclusion programs and initiatives for students, staff, and families.
14. Oversees the development of partnerships with leading educational and community organizations, locally and nationally, to support and enhance district programs.
15. Collaborates and fosters relationships with internal and external stakeholders.
16. Collaborates with schools to develop instructional programs and implement models designed to improve the achievement of all students.
17. Oversees the allocation of materials and staff resources for academic departments, ensures their use for intended purposes, and enforces appropriate accountability for disbursements and expenditures.
18. Ensures district compliance with state regulations and policies in monitoring, assessment, and reporting for all academic programs.
19. Leads the district Sex Education Advisory Committee (SEAC).
20. Exhibits a strong focus on goals and results and sets clear metrics for success.
21. Participates as a member of the Superintendent's CORE team.
22. Remains abreast of developments and innovations in the field by reading current literature, attending professional association meetings and conferences, and discussing developments and problems of mutual interest with others.
23. Administers assigned departmental budgets, including the responsibility for budget development and long-range financial planning.
24. Communicates to the Superintendent the requirements and needs of the district as perceived by staff members.
25. Recommends changes and additions in the instructional program based on research and established goals.
26. Oversees the curriculum department's development, implementation, and evaluation of curriculum, instruction, and assessment initiatives in all schools and programs.
27. Represents the district at appropriate association meetings and conferences and stands in for the Superintendent as needed.
28. Conducts annual evaluations of direct reports.
29. Prepares state reports as required or directed.
30. Works cooperatively with leaders of other administrative divisions in integrating and coordinating efforts into a unified program for the district.
31. Keeps informed of and interprets all laws, regulations, and statutes relating to education.
32. Maintains regular attendance.
33. Designs, organizes, and leads a systemic change process within areas of responsibility.
34. Coordinates the ongoing review and revision of district grade-level standards, expected student learning results, and graduation requirements.
35. Coordinates the development of course descriptions and catalogs.
36. Assists in developing district policies and/or services related to instructional materials.
37. Initiates the development of new programs, self-supporting services, and strategies for streamlining services.
38. Performs other tasks and assumes other responsibilities as the Superintendent may assign.
