Description: The CSBO will function under the Superintendent and Board in accordance with all applicable policies, rules and regulations, and the laws and statutes of the State of Illinois. The CSBO will be responsible for the school district's budgeting, accounting, and financial reporting functions, and operations while working cooperatively with the Superintendent, school district staff, and Board of Education to maximize fiscal integrity and accountability.
Reporting Structure: Supervised by and reports directly to the Superintendent.

Skokie School District 73.5 is located in culturally diverse Skokie, Illinois, a suburb of Chicago. There are approximately 1,100 students in the three building school district. Nearly fifty percent of the students come from homes where a language other than English is spoken and more than 60 languages are spoken. District 73.5 seeks a diverse candidate pool that is reflective of the diversity of our student body.

Qualifications:
- A Master's Degree in Educational Administration, Business Administration, Management, or other related fields.
- Additional graduate study beyond the degree is highly desirable.
- Three years of successful experience in educational administration, including at least three years experience in directing financial activities of a school system.
- Considerable knowledge of school administration, school law, finance, facilities, procurement, planning, operational principles and techniques.
- Strong communication, leadership and interpersonal skills.
Responsibilities:
- Directs the District business operations including all finance matters, human capital, facilities management and acquisition, technology infrastructure, food services, transportation, payroll, purchasing, accounts receivable, accounts payable, grant management, and various administrative supports.
- Directly supervises District business and financial affairs including, but not limited to; budgeting, administration of District insurance and fringe benefit programs, investment and debt management, procurement practices, evaluation of personnel, ensuring that all such operations are consistent with the annual budget, Board policies, the State School Code and all other laws.
- To advise and assist the Superintendent of Schools and Board of Education in the preparation and implementation of annual budgets in accordance with the Illinois Program Accounting Manual
- Ensure budgets provide the resources necessary to meet the educational needs of all students in the District, recognizing the limited nature of resources and the need for sound priorities and wise allocation of funds.
- Synchronizes and manages support staff that have responsibilities for purchasing, accounts payable and receivable, budgeting, transportation, food service programs, custodial services, payroll, etc.
- Directs participation in annual audit and securing necessary documentation for auditing firm.
- Prepares all financial reports as requested by Superintendent and required by the Board, state or federal agencies including multi-year financial projections and outlooks.
- Prepares financial data necessary as background for contract negotiations with District employees and participates on negotiation teams as needed.
- Presents budget and District Levy at scheduled Board of Education meetings and other public hearings as well as suggest recommendations for approval and adoption of each.
- Assures that all school property and equipment are adequately accounted for and insured. Supervise a system of accounting covering all student activity and convenience accounts and require periodic financial reports from persons responsible for such accounts.
- Periodically meets with appropriate staff to review the status of the budget and purchasing.
- Assists Building and Grounds Director in ensuring plant operations are fiscally responsible.
- Assists Building and Grounds Director in maintenance and upkeep, preventative maintenance, facility improvement, and life safety affairs.
- Works with architects and engineers to develop District new construction and remodeling plans.
- Responsible for administering the District rental of facilities program.
- Keeps the Board and Administration aware of property insurance liability and damage to district property.
- Supervises purchasing and see that quotes, bids and RFPs are prepared and released according to State Statutes and District Policy.
- Establishes an up-to-date procedure for the inventory of facilities, and equipment with proper identification numbers, location, room assigned, date purchased, and purchase order number.
- Directs the work of department administrators and supervisors and their respective functions ensuring that activities assigned are completed in the most competent, effective, and efficient manner.
- Identifies potential areas of improvement that can be achieved by new systems and modification of existing systems.
- Assists the Director of Technology in developing plans and budgets for technology and information systems and data processing activities and measuring, tracking, and meeting those plans.
- Perform all other duties as are necessary to ensure the proper functioning of the business office and the fiscal affairs of the District and as may be assigned by the Superintendent or Board of Education.
