JOB SUMMARY
The Chief Clinical Officer will provide direct oversight of all Licensed and Clinical programs, by planning, directing, and coordinating the daily functions and future development of peer-operated programs that support individuals experiencing mental health crises and/or emotional distress to stay out of hospital emergency rooms (for behavioral health reasons) and/or psychiatric inpatient programs. This position reports to the Chief Executive Officer.
ESSENTIAL FUNCTIONS:
Budgetary responsibilities including but not limited to monitoring the on-going expenditures in relationship to the budget, manages the facility within budgetary constraints, seeks guidance from the Finance Department as needed to meet budgetary responsibilities. Ensuring that agency procedures are followed for all purchases. Make & review required clinical determinations within regulatory guidance related to service delivery. Oversee Directors on the day to day activities directly related to providing services; supervising program staff. Maintaining a positive and respectful attitude with staff, consumers and providers. Determine staffing requirements, interview, hire and train new employees, or oversee those personnel processes. Work with Directors to assist in managing staff, work schedules, and assigning specific duties. Coordinates and maintains relationships with clients, community agencies, providers, governmental entities and others as required by the contract and management. Attends and participates in external and internal planning, coalition and collaboration meetings. Working with Administration and Senior Management on agency growth and development. Work in collaboration with various agencies, hospitals, counties and partners in marketing and utilizing the programs. Timely review and completion of quality documentation necessary for regulatory submissions, inspections, statistical and board reports. Manages outcome and performance based measures and reports all required information to senior staff monthly. Ensures all HIPPA, Federal and State confidentiality regulations are adhered to. Refine and implement departmental policies, goals, objectives, and procedures, conferring with the Chief
Executive Officer, other senior level administration, and staff members as necessary.
Plan and conduct training programs and forums including but not limited to; essential job duties and responsibilities for staff, ongoing training and development, as well as company policies and procedures. Follows all agency policy and procedures in handling any crisis or issues that may arise. Frequent travel required to fulfill job responsibilities in various counties throughout Western New York.

Works in accordance with policies and regulations which may require judgment, initiative, creativity and the ability to deal with complex factors and making of decisions based on conclusions for which there may be little precedent.
AUTONOMY AND ACCOUNTABILITY:
Works from general objectives (such as governmental and agency compliance standards) and broad and varying policies, procedures, rules or precedents with significant functional guidance. Refers specific cases to Chief Program Officer and/or Chief Executive Officer for clarification or interpretation. Review by supervisor focuses on achievement of the objective and not necessarily on the means, except when required to ensure compliance with regulations.
TECHNOLOGY, EQUIPMENT OR TOOLS:
Microsoft Office skills including Excel, Word, Power Point and Outlook. Evidence of skills demonstrated by the ability to perform all of the basic functions within each program; including but not limited to maintaining a calendar, sending e-mail, creating letters, creating presentations for training or marketing, as well as the ability to create and edit workbooks. General office equipment is used including fax machine, computer and phone system.

EDUCATION & EXPERIENCE:
- A Masters' Degree in Human Services, or related field accompanied by a minimum of (4) four years of experience providing mental health services and (5) five years of supervisory experience.

- Must have LMHC, LMSW, LCSW license to practice
- And
- Completion of a peer advocacy training program or related certification is preferred. Academy of Peer Services Certification must be completed within the employees first 6 months in this position if the employee is not currently certified.
And
- Must have a valid Class D Driver License, reliable transportation and automobile insurance. And
- Must have had active participation in mental health self-help activities, peer support or peer advocacy programs or recipient-run organizations or similar experiences or programs.
KNOWLEDGE, SKILLS & ABILITIES:
- First-hand experience navigating mental and behavioral health services for oneself and/or family
- General knowledge of recipient benefits, governmental processes, consumer rights case management, operations of the agency and effective advocacy skills.
