Position Type / Expected Hours of Work:
This is a full-time position that works on average 40 hours a week. Typical work hours are Monday through Friday from 8:00 am - 4:30 pm, as assigned. Variable hours may be required for after-work training or to attend meetings. A hybrid remote schedule may also be available as approved by the CEO.
Summary:
The Chief Clinical Officer (CCO) is a member of the agency's executive team. The CCO position is selected to serve as second in command in the absence of the CEO. The CCO is responsible for the overall clinical focus of implementation and evaluation of agency programs and clinical services. Moreover, the CCO leads the agency's development of standard operating program policies and procedures, program annual planning efforts, quality management programming and supports strategic planning and human resource/professional development efforts for those areas. The CCO also serves as the agency's representative on key community, governmental and industry policy and program bodies. In addition, the CCO is responsible for building and maintaining relationships with key organizational constituents including; Healthwest, MRS, persons served and other contracted partners related to compliance.

This position works in close proximity to people. While the majority of working time is spent indoors in a residential environment or office, employees in this position may work outdoors in all seasons for short periods of time, e.g. assisting a resident into a vehicle, taking a resident on an outing, snow removal, etc.
Physical Demands of the Job:
Medium work. No more than 25 pounds with frequent lifting of objects weighting up to 25 pounds.
Must possess the manual dexterity to push, pull, bend or stoop and to stand for extended periods of time.

1. Leadership and Oversight
- Strategic Planning: implement strategic plans goals specific for clinical services, aligning with organizational goals and regulatory requirements.
- Program Development: Oversee the development and expansion of Residential, ABA, Group CLS, Vocational, and Community Integration services.
- Team Leadership: Lead and manage Directors over clinical services, providing guidance, support, and performance evaluations. This includes monthly one on one supervision.
2. Regulatory Compliance
- CARF Accreditation: Ensure that all clinical services meet the standards required for CARF accreditation. Lead the preparation and submission of documentation for accreditation and re-accreditation processes.
- HIPAA Compliance: Develop and enforce policies and procedures to ensure the confidentiality and security of patient information as required by HIPAA.
- MDHHS Guidelines: Stay updated with the Michigan Department of Health and Human Services (MDHHS) guidelines and ensure all services comply with state regulations.
3. Quality Assurance
- Internal Audits: Conduct regular internal audits of clinical services to ensure compliance with CARF, HIPAA, MDHHS, and other relevant regulatory bodies.
- Quality Improvement: Develop and implement quality improvement initiatives to enhance service delivery and client outcomes.
- Risk Management: Identify and mitigate risks associated with clinical services, ensuring safe and effective care delivery. Establish reporting system of suspected or know high risk situations and assess, report and facilitate improvement processes. Bring monthly report to Directors' meeting.
4. Training and Development
- Staff Training: Oversee training programs for clinical staff to ensure they are knowledgeable about regulatory requirements, best practices, and internal processes.
- Continuous Education: Promote continuous education and professional development opportunities for clinical staff.
- Responsible for developing the leadership skills of clinical team through coaching, training, monitoring, feedback and accountability.
- Stay current with clinical trends in order to implement appropriate changes with these areas.
5. Operational Management
- Budget Oversight: creation, oversight of budgets for clinical services; ensuring financial resources are used efficiently and effectively according to approved annual budget with monthly reviews.
- Resource Allocation: Place focus on ensuring appropriate allocation of resources, including staffing, equipment, and facilities, to support clinical operations.
- Performance Metrics: Develop and monitor key performance indicators (KPIs) to evaluate the clinical effectiveness and efficiency of clinical services and Coordinate reporting of these measures monthly to the CEO and clinical outcomes provided to contracted partners quarterly.
- Service Evaluations: Evaluate the effectiveness of services through client feedback, outcomes data, and other metrics, making improvements as needed.
- Documentation: Ensure all documentation related to clinical services, audits, and inspections is accurate, up-to-date, and compliant with regulatory requirements.
6. Stakeholder Engagement
- Client Relations: Maintain strong relationships with clients and their families, ensuring their needs and feedback are addressed. This can be accomplished through regular advisory committee meetings held with persons served and family members that produce quarterly reports.
- Community Outreach: Engage with community organizations and stakeholders to promote services and identify opportunities for collaboration.
- Regulatory Agencies: Serve as the primary contact with clinical regulatory agencies (Healthwest and MRS), ensuring timely communication and compliance.
7. Inspection and Evaluation
- Facility Inspections: Conduct regular inspections of facilities to ensure they meet safety, site conformance and regulatory standards.
8. Governance Responsibilities:
- Executive Summary: Provide an overview of the month's key achievements and areas needing improvement. Assessing safety, standards and clinical outcomes.
Education/Talent Requirements:
Minimum Requirements:
- A Master's Degree in Social Work, Psychology, Counseling or a related field from an accredited school.
- Minimum of 5 years of senior management leadership in a major nonprofit human service organization.
- Working knowledge of operations, best practices, and systems of care in one or more of the following: child welfare, mental health (including developmental disability services), or autism.
- Demonstrated knowledge of licensing regulations and regulatory requirements as well as other auditing bodies within human services program areas (e.g CARF, LRE and MDHHS).
- Experience in leading the development, implementation and evaluation of nonprofit humans service agency quality management plans.
- Effective presence, verbal/written communication and presentation skills necessary to interact with a variety of internal and external constituencies.
- Strong organizational and time management skills. Ability to set priorities, manage simultaneous projects/initiatives and meet deadlines.
- Flexible and adaptable leadership style; a leader who can positively impact both strategic and tactical initiatives.
- Proficiency with Microsoft Office Suite, with working knowledge of automated human services program and clinical management information systems.
- Ability to provide culturally competent services that shows sensitivity to the service population's cultural and socioeconomic characteristics.
