Position Function Summary

Under the direction of the CEO, the Chief Clinical Officer has primary oversight of clinical duties within the nursing and laboratory departments; participates as a clinical practitioner; serves as Infection Control Officer; and enhances clinical coordination and communication between the clinical, laboratory, pharmacy personnel and administrative staff.

Essential Responsibilities
  • Maintains a nursing practice at LFMC as authorized by the nursing licensing board and in accordance with the LFMC Registered Nurse job description. Works in delivery of primary care to patients; meeting or exceeding quality of care standards established by LFMC and its grantor agencies. Evaluates outcomes and modifies treatment plan accordingly;
  • Collaborates with the Chief Medical Officer (CMO) and Clinical Management Team in the administration of the clinics, preparation of progress and statistical reports, grant requests, nursing staff selection, and develops and maintains partnerships with other health agencies;
  • In collaboration with the CMO, plans and directs nursing service delivery at all clinic locations ensuring that quality health care is provided to patients;
  • Serves on the Quality Committee and sets quality health care standards and workflow procedures ensuring that appropriate personnel are available to provide quality medical care;
  • Oversees the laboratory functions ensuring that proper space, facilities, and equipment are provided; laboratory is properly staffed; agreement is made for a qualified external laboratory to provide services for tests outside the scope of the center's laboratory; and proper internal quality control is provided;
  • Supervises licensed nurses and medical assistant clinical supervisors at all locations and communicates information regarding policies, procedures, and special projects to all staff as appropriate;
  • Ensures safety and functionality of clinical systems by overseeing maintenance and repair of all medical and nursing equipment;
  • Ensures maximum patient flow by developing all nursing pod schedules and maintaining adequate staffing;
  • Manages inventory by ensuring that necessary medical, nursing, and laboratory supplies are ordered;
  • Maintains compliance with State licensure by enforcing Quality Assurance protocols in the, laboratory, medical supply, and nursing/patient care areas;
  • Oversees training needs for all Medical Support Staff and shares new information and/or techniques with staff and colleagues;
  • Maintains nursing policy and operations manuals and clinical guidelines and protocols ensuring that they are current and accurate; collaborates with all primary care providers to revise and update clinical protocols; communicates procedures and policies to employees;
  • Provides leadership to ensure that LFMC maintains the highest standards of excellence in customer service by anticipating and responding to needs of members, customers, and internal partners;
  • As a member of the management team, participates in strategic and operational planning; translates the goals, strategy and programs into specific and meaningful work assignments for the medical department, delegating assignments and responsibility to medical staff in order to accomplish program goals and objectives;
  • Leads personnel in such a manner as to promote a productive, efficient, and safe working environment; establishes an effective flow of communication and information to ensure that problems can be solved and that support is provided to the staff as needed;
  • In coordination with the human resources department is responsible for the selection, assignment, training, development, review and performance management of assigned direct report personnel;
  • Ensures implementation of an effective performance management process for all direct report staff that clearly defines performance expectations and measures, including goal and objective setting, performance feedback, accountability measures, and corrective action as appropriate, and in compliance with sound management practices and applicable laws and regulations to ensure high levels of organizational, work unit, and individual performance.

Infection Control Officer Duties
  • Investigates all reports of infectious exposures;
  • Conducts annual review of Exposure Control Plan;
  • Provides guidance and follow-up instructions when an infectious exposure occurs;
  • Coordinates collection, management and security of all infectious exposure records in accordance with OSHA guidelines;
  • Develops disease/exposure prevention policies, programs and trainings;
  • Coordinates immunization and vaccination of all required staff;
  • Provides training and documentation of training;
  • Accesses training opportunities through agencies such as Association for Professionals in Infection Control (APIC) and Center for Disease Control (CDC).


Requirements

Education, Experience and Skills/Training
  • Bachelor's degree in Nursing from an accredited nursing school with a minimum of 2 years supervisory nursing experience (charge nurse experience is applicable) required; preferred experience in a community health center, and work within a managed care environment. In lieu of a bachelor's degree, the incumbent must have an associate's degree in nursing, and must possess sufficient prior work experience in progressively more responsible positions during which the skills and abilities to perform all the essential functions have been amply demonstrated at a consistently competent level.
  • Supervisory skills and knowledge of clinical management techniques regarding various clinical functions (i.e. Joint Commission, OSHA, lab, pharmacy, infection control) and familiarity with state and federal laws and regulations for the operation of nursing services;
  • Knowledge of community health care field and sound understanding of and ability to apply leadership and management principles and methods to community health care programs, and infection control compliance including proper use of personal protective equipment, proper disposal methods of contaminated articles and medical waste, exposure management, investigation techniques and follow-up;
  • State of New Mexico Registered Nursing License and CPR certification is required;
  • Including, but not limited to: basic Annual Safety, Bloodborne pathogen, Infectious control, Hazardous Communication, HIPAA Training;
  • Basic Knowledge and ability of general office procedures including filing, copying, faxing, use of a computer, to multitask within established deadlines, work under the direction of a supervisor and follow instructions for work completion, and take initiative to resolve patient concerns and problems;
  • Preferred fluent in both English and Spanish.
