Overall Responsibilities:
Responsible for budgeting, pension plan administration and design, treasury, audit, financial reporting, bond financing and contract negotiations for Miami Parking Authority's owned and managed facilities and subsidiaries.
Manages Finance and act as CEO in their absence.
Duties and Responsibilities:
Prepares Agency budget and develops financial forecasts.
Prepares ACFR (Annual Comprehensive Financial Report).
Manages Pension Plan, including administration, review, revisions, employee consultations and liaison with actuaries, investment advisors and trustees and legal counsel. Ensures compliance with legal requirements.
Manages all banking, treasury and investments functions.
Evaluates real estate acquisitions and disposals, including terms and financing.
Monitors all Agency legal matters, including litigation and contracts.
Make presentations to Board of Directors, CEO, public/business organizations.
Issues all debt instruments, deals with national rating agencies, bond underwriters, insures and counsels, financial advisors and bankers.
Represents Agency in City Commission meetings, making presentation and preparing legislature as needed.
Acts as Auditor liaison for all Agency audits, including managed facilities and pension plan.
Ensures proper accounting procedures and controls are in place to safeguard assets and accurately record financial transactions.

Develops critical policies, approves procedures, monitors/conducts employee selection.
Controls Casualty and Liability Insurance cost and coverage control with insurance agents, brokers and carriers. Review experience and controls extent of risk in shared risk policies.
Acts as liaison with City of Miami budget and finance departments.
Prepares Requests for Proposals for the Finance Department and review other agency RFPs; negotiates agency contracts.
Control and reviews all financial reporting and makes monthly presentations on financial results to the Board of Directors.
Education: Requires a body of knowledge of GAAP as currently adapted by the US and current concepts, techniques in a specialized field. Equivalent to an U.S. master's degree. CPA or CGFO preferred.
Experience:A minimum of 6 to 9 years of relevant experience in a financial executive role, ideally within a public entity or municipality. This includes a proven track record of managing teams and overseeing financial operations. Additionally, 5 to 8 years of managerial experience with a nationally recognized accounting firm or its equivalent is preferred.
FinancialResponsibilities:Substantial damage or loss is possible and can be prevented only by sustained high degree of care and attention. Responsible for an annual operating budget more than $20 million.
ResponsibilityforContracts:Position involves contact with key or important persons both inside or outside the agency requiring extensive resourcefulness and tact, and which may materially affect company policy, practices, and procedures.
JudgmentandDecision-Making:Under general direction as to broad assignments determines methods and delivers results. Highly complex work performed within general department or functional policies and objectives requiring a substantial original thinking.
SupervisoryResponsibility:Nature of work supervised is somewhat complex and involves a moderate degree of modification and adaptation of process, equipment, practices and procedures.
