Position Summary: The Chief Financial Officer (CFO) is responsible for overseeing the financial operations of the organization, ensuring fiscal sustainability, compliance with federal and state regulations, and supporting the mission of providing quality healthcare to underserved communities provides strategic financial leadership, manages the financial health of the organization, and ensures compliance with all regulatory and grant requirements. This position plays a key role in financial planning, budgeting, revenue cycle management, and risk management to support JPA's operational and strategic goals.

Responsibilities:

Financial Strategy & Management

Develop and implement financial strategies to ensure long-term fiscal sustainability.

Prepare and manage budgets, financial forecasts, and financial performance analysis.

Oversee cash flow, investments, and financial planning to optimize financial resources.

Ensure financial policies align with FQHC regulations, grant requirements, and best practices.

Compliance & Reporting

Ensure compliance with federal, state, and local financial regulations, including HRSA, NYSDOH, NYCDOH, Medicare, Medicaid, and UDS reporting.

Prepare and present accurate financial reports to the CEO, Board of Directors, and regulatory agencies.

Lead financial audits and ensure timely completion of financial statements.

Revenue Cycle & Grants Management

Oversee billing, collections, and revenue cycle operations to maximize reimbursements.

Manage federal, state, and private grants, ensuring proper allocation and reporting.

Identify new funding opportunities and assist in grant writing and financial justification.

Risk Management & Internal Controls

Develop internal controls to safeguard assets and prevent financial mismanagement.

Assess financial risks and implement strategies to mitigate potential issues.

Maintain strong relationships with auditors, banks, and other financial institutions.

Leadership & Team Management

Supervise finance department team members, ensuring a high-performing team.

Provide financial education and training to leadership and department heads.

Collaborate with executive leadership to support strategic planning and organizational growth.

Qualifications: Education & Experience

Bachelor's degree in Accounting, Finance; MBA with a Finance focus preferred.

Minimum of 6 years of financial leadership experience, in an FQHC, Hospital or Healthcare setting

Strong knowledge of healthcare finance, including Medicaid/Medicare reimbursement, grants, and HRSA regulations.

Skills & Competencies

Expertise in financial analysis, budgeting, and strategic planning.

Strong understanding of revenue cycle management and billing processes.

Proficiency in financial software and electronic health record (EHR) systems.

Excellent leadership, communication, and problem-solving skills.

Ability to work collaboratively with diverse teams and stakeholders.
