The New Mexico Department of Information Technology is the enterprise technology partner serving and supporting state agencies with innovative solutions to advance the delivery of their core missions and create progress for all New Mexicans. New Mexico Department of Information is seeking a highly skilled and experienced Chief Financial Officer (CFO) to oversee our financial operations. This is a full-time on-site role as a Chief Financial Officer located in Santa Fe, NM. This position oversees the day-to-day operations of the Budget Bureau, General Ledger and Accounts Receivable Bureau, Procurement & Contracts Bureau and the Billing & Cost Recovery Bureau. Oversight of these bureaus entail budget, rate setting, procurement, general ledger, financial audit, cash management, capital assets, accounts payable, fleet, and mail distribution. This position is responsible adhere to the Department of Finance and Administration Model Accounting Practices (MAPs) and the requirements set forth in NMAC 2.20.5. This position is responsible for the annual financial audit and all audit requirements, submission of the operating budget and appropriation request, and rate analysis and development for the Enterprise. This position is responsible for the effective leadership & management of the Agency's Finance Division, which includes: Budget Bureau, Procurement & Contracts, Bureau, General Ledger and Accounts Receivable Bureau, and the Billing & Cost Recovery Bureau

How does it get done?
- Ensure compliance with the policies and procedures outlined in the State of New Mexico Manual of Model Accounting Practices (MAPs) or other future publications;
- Ensure compliance with SHARE supported business processes and deadlines;
- Ensure compliance with the Year-End deadlines;
- Disseminate and Actualize DFA directives and notifications to Agency staff as appropriate;
- Provide consultation and Financial Services to Administratively Attached entities (Office of Broadband Access & Expansion and Office of Cybersecurity)
- Provide leadership and performance management of four Bureau Chiefs
- Complete continuing education each year as determined by FCD and any other contingencies as required by the State Controlle

Ideal Candidate
- Experience in administration, management, and supervision in the areas of accounting, budgeting, information systems, and staff development, federal grants and contracts.
- Successful people manager, experience in providing leadership for bureau chiefs and staff members
- Experience in developing, managing and monitoring federal and state budgets.
- Experience working with an Enterprise agency.
- Experience using state of New Mexico's accounting system "SHARE" or an ERP system.
- Experience working with high-level management, such as Cabinet Secretaries, Chief of Staff, Governor's Office staff.
- Collaborate leadership, able to build and strength partnerships with customers, staff and business partners
Minimum Qualification
A Master's degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
