Directs develops, and manages the District's annual operating budget and provides ongoing financial management services, ensuring compliance with state code; performs related work as required.

PERFORMANCE RESPONSIBILITIES
The primary function of an employee in this class is to provide ongoing financial management services to the District, including developing and implementing the annual operating budget, ensuring compliance with applicable state code and compliance with bonding requirements. The work is performed under the general direction of the District Superintendent, but considerable latitude is granted for the exercise of independent judgment and initiative. The primary duties of this class are performed in a general office environment.

ESSENTIAL DUTIES
  • Directs the preparation of the District's annual operating budget including the publication of draft and final budget documents;
  • Ensures annual operating budget complies with applicable state codes, bonding requirements, IRS regulations, generally accepted accounting practices, and other applicable requirements;
  • Supervise and evaluates the work of the controller and other subordinate personnel.
  • Provides ongoing financial management services, including monitoring expenditures, reviewing budget changes, proposed expenditure amendments, and revenue revisions;
  • Analyzes the financial effect and provides recommendations on program, project, personnel, and other spending requests and proposals;
  • Administers bond fund payments, ensuring compliance with federal, state, and bond agent requirements;
  • Coordinates with bond counsel and other financial and legal advisors to ensure District compliance;
  • Prepares financial information to be submitted to bond rating agencies;
  • Administers enrollment, attendance, and other required reports related to state funding formulas and requirements;
  • Identifies and administers grant and other non-regular funding sources, ensuring compliance with funding and performance parameters;
  • Administers periodic outside audits;
  • Participates in various department and management committees to discuss policy or procedural issues related to personnel, financial, or budgetary applications;
  • Performs all work duties and activities in accordance with District policies, procedures, and safety practices.

Other Duties and Responsibilities
  • Performs duties of appointed District Treasurer;
  • Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Current supervision and management techniques;
  • Principles, practices, objectives, and methods of school finance, accounting, and budget preparation;
  • Federal, state, and other applicable financial codes, laws, and regulations as applied to school districts;
  • Idaho state public school funding formula;
  • Principles and practices of public administration and educational organization;
  • Principles of generally accepted accounting principles (GAAP) applicable to public school budgeting and finance;
  • Advanced research methods and report preparation;
  • Education and related grant funded programs;
  • Operation of standard office equipment including a personal computer and specialized job-related software.

Ability to:
  • Supervise and manage complex public school district budget/financial activities;
  • Prepare and administer large budgets;
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals and objectives;
  • Interpret and apply federal, state and local policies, procedures, laws, and regulations;
  • Gather facts, analyze, and report research findings in a clear, complete, and logical form;
  • Conduct studies utilizing statistical and spreadsheet software programs;
  • Work independently and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines and according to quality control standards;
  • Make arithmetical calculations rapidly and accurately;
  • Comprehend and follow oral and written instructions;
  • Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;
  • Supervise and evaluate assigned staff;
  • Establish and maintain effective working relationships with supervisor, co-workers, the public, and other interested and affected parties;
  • Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner.

QUALIFICATIONS
  • Bachelor's degree in accounting, finance, public administration, or related field; and
  • Five (5) years progressively responsible experience supervising and managing government budgeting and financial activities, preferably in a school district; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

ESSENTIAL PHYSICAL ABILITIES
  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, including a personal computer;
  • Sufficient personal mobility, flexibility, and agility, with or without reasonable accommodation, which permits the employee to lift up to 20 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment.
