Position Summary:

The Chief Financial Officer (CFO) is a senior executive responsible for overseeing and directing all financial activities of the Cayuga Nation, ensuring fiscal responsibility, transparency, and compliance with tribal, federal, and state regulations. The CFO is a strategic leader who works closely with the Chief Executive Officer, Tribal Council, executive leadership, and external stakeholders to optimize financial health, investment strategies, and long-term sustainability. The CFO oversees a finance team of 5+ employees and manages financial operations for 14+ enterprises and locations with over 180 employees.

Key Responsibilities:
  • Develop and implement financial strategies that align with the Nation's economic growth and sustainability goals.
  • Oversee all financial functions, including accounting, budgeting, financial planning and analysis, investments, and audits.
  • Ensure compliance with all applicable tribal, federal, and state financial regulations, including reporting requirements for grants and government funding.
  • Provide regular financial reports, forecasts, and risk assessments to the CEO and executive leadership.
  • Manage and supervise a finance department of 5+ employees, fostering professional development and a high-performance culture.
  • Collaborate with various departments to develop budgets, monitor spending, and ensure financial accountability.
  • Lead financial negotiations, investment strategies, and economic development initiatives in alignment with tribal sovereignty and self-determination.
  • Ensure proper internal controls and risk management measures are in place to safeguard tribal assets.
  • Represent the Nation in financial dealings with banks, external auditors, investment firms, and funding agencies.
  • Oversee the preparation and submission of required financial reports for grants, enterprises, and regulatory bodies.
  • Stay informed on economic trends, tribal financial management best practices, and innovative financial strategies to enhance economic development.
  • Provide financial oversight for 14+ enterprises and locations, ensuring fiscal responsibility across all business operations.

Minimum Qualifications:
  • Education: Bachelor's degree in Finance, Accounting, Business Administration, or a related field is required.
  • Experience: Minimum of 10 years of progressive financial leadership experience, with at least 5 years at the executive level. Experience in tribal government finance, gaming enterprises, or economic development is highly preferred.
  • Knowledge: Strong understanding of finance, economic development, grants management, and financial laws.
  • Skills: Excellent leadership, strategic thinking, problem-solving, and communication skills. Proficiency in financial software and enterprise resource planning (ERP) systems.
  • Other: Must pass a comprehensive background check. Preference given to qualified Native American applicants per tribal hiring policies.

Preferred Qualifications:
  • Master's degree in Finance, Accounting or Business Administration.
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) designation.
  • Experience working with federal grants, tribal enterprises, and financial negotiations related to tribal sovereignty.
  • Strong knowledge of investment strategies and economic development initiatives for tribal communities.
